Entry Requirements

Candidates should have -
(a)(i) a Hong Kong Bachelor of Education degree majoring in Chinese Language, or equivalent; or
(a)(ii) a Hong Kong bachelor's degree majoring in Chinese Language, or equivalent, and a certificate in education majoring in Chinese Language from a Hong Kong tertiary education institution, or equivalent; and
(b) met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent. [See Notes (c) to (e)]

[Remarks: The entry requirement set out above is applicable to Chinese Language teachers recruited in or after the 2004/05 school year. Such candidates who hold a Hong Kong bachelor's degree majoring in Chinese Language, or equivalent, but do not have a certificate in education majoring in Chinese Language from a Hong Kong tertiary education institution, or equivalent, may also apply. However, they will have to attain the required teacher training within three years from the date of appointment. For serving Chinese Language teachers holding a permanent post in local public sector and private secondary day schools which offer a full curriculum before the 2004/05 school year, they should have a Hong Kong bachelor's degree majoring in Chinese Language or equivalent and possess the requisite results in CRE.]

Potential applicants may also apply if they are expected to obtain the following qualifications in the period from the closing date for application up to the summer of 2021–

(1) a bachelor's degree and 'Level 2' results in the two language papers in CRE, or equivalent, to meet the entry requirements; or
(2) a postgraduate certificate in education from a Hong Kong tertiary education institution, or equivalent, to meet the entry requirements set out in item (a)(ii).

These applicants are required to provide documentary evidence such as letters, certificates and transcripts to prove that they have obtained the requisite qualifications and met the entry requirements in the aforementioned period by the deadline to be determined by the Education Bureau. Applicants who fail to provide the necessary evidence as required will not be considered further. To facilitate processing, they should clearly state the expected date of obtaining the said qualifications in the application form.
Remarks
(a) There is a salary bar for new appointees without a certificate in education from a Hong Kong tertiary education institution, or equivalent. Those with a certificate in education from a Hong Kong tertiary education institution, or equivalent, will enter at MPS Point 17.
(b) The information on the maximum pay point is for reference only and may be subject to change.
(c) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
(d) 'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.
(e) Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(f) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, candidates for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.
(g) Irrespective of the means of application,
(g)(i) Candidates should state clearly on their application form the subject applied for and also the major and minor subjects studied in their degree and/or teacher training courses. Candidates who wish to be considered for more than one subject should submit separate applications including a separate SIF and copies of all supporting documents for each subject.
(g)(ii) Candidates holding qualifications obtained from academic institutions outside Hong Kong should provide copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full time/part time, on campus/distance learning, etc.) of the study programmes. For such candidates who also hold local qualifications, they are required to provide copies of the relevant supporting documents as well. As these documents will facilitate the assessment of qualifications, candidates are advised to provide them to support their applications. Candidates holding local qualifications should attach copies of the documents stating the major and minor of their degree and any qualifications of teacher training.
(h) Applications which are not made in the prescribed form [G.F. 340 (Rev. 3/2013)], or submitted by fax or e-mail, or applications which are late, or without sufficient supporting documents, will NOT be considered.
(i) Candidates who are selected for interview will receive an invitation by end October 2020. Those who are not invited for interview by that time may assume that their applications are unsuccessful.
(j) Those who have participated in the Early Retirement Scheme for aided or government school teachers will NOT be considered for appointment to the Assistant Education Officer post.
 

Duties

Assistant Education Officers are mainly deployed on the following types of duties –
(a) to undertake teaching duties in a government secondary school;
(b) to be a Class Master/Mistress;
(c) to organize and conduct extra-curricular activities;
(d) to assess and to record students' attainment; and
(e) to coordinate/undertake diversified professional duties, including to assist in the performance of special responsibilities, administrative work and non-teaching duties of the school, such as school curriculum development, civil/moral/sex education, school discipline, student counseling, career guidance, school/public examinations, etc.

A successful candidate may be required to teach any subjects assigned by the Education Bureau.

Candidates should be responsible, self-motivated and enthusiastic; have a fine character and integrity; be committed to serve in the education field; and be able to communicate effectively in Chinese and English.

Terms of Appointment

A new recruit will be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 15 (HK$31,750 per month) to Master Pay Scale Point 33 (HK$73,775 per month). [See Notes (a) and (b)]

General Notes

(a) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. (b) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. (c) Candidates must be permanent residents of the Hong Kong Special Administrative Region of the People's Republic of China at the time of appointment unless specified otherwise.

Application form is obtainable at any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. Candidates should attach to their application forms the following supporting documents :
(a) a duly completed Supplementary Information Form (SIF) which can be downloaded from the Education Bureau website (http://www.edb.gov.hk > \"About EDB\" > \"Bureau's Information\" > \"EDB Recruitment\"); and
(b) copies of certificates and transcripts in support of all relevant qualifications attained (e.g. degree, teacher training, language proficiency level and CRE results).

For applications made by post or by hand, candidates should send the completed application form and SIF, together with all supporting documents in one envelope. Candidates should state clearly on the application form the subject applied for, e.g. \"ASSISTANT EDUCATION OFFICER/ CHINESE LANGUAGE\" and should also mark \"Application for the post of Assistant Education Officer/Subject\" on the envelope.
