Entry Requirements

Candidates should have -
(a) (i) a bachelor degree from a Hong Kong university, or equivalent (See General Note (g));
OR (ii) passes in at least 2 subjects at A-level in the Hong Kong Advanced Level Examination and Grade C or above in 3 other subjects in the Hong Kong Certificate of Education Examination PLUS a post-graduate diploma in management related discipline;
(b) at least 15 years extensive experience in management and planning, of which at least five years in a senior management position;
(c) solid, innovative and strategic experience in resources management, event management, project planning with proven track record in sizable operations in the public sector; experience in public health care setting and in overseeing and coordinating major IT projects is an advantage; and
(d) a strong command of written and spoken Chinese and English; excellent communication and interpersonal skills, and ability to deal effectively with a wide spectrum of people.

Duties

A Service Administrator mainly assists in -
(a) overseeing the processing of complaint cases against registered medical practitioners in accordance with the procedures stipulated in the Ordinance and monitor the progress of complaints at the preliminary investigation stage, inquiry stage and appeal / judicial review stages;
(b) serving as the Secretary of the Preliminary Investigation Committee(s) and assuming a prosecutorial role at the inquiry hearings;
(c) review, planning, development and implementation of on-going and new initiatives, measures, events and projects;
(d) optimum management of financial, human and administrative resources;
(e) liaison with the executive and legislative branches of the Government on resources and funding issues, and with public bodies and individuals on planning and implementation issues;
(f) formulation and implementation of strategy for organizational goals and operation of the Complaint and Discipline Team of the Secretariat of the Boards and Councils;
(g) building and leading a multi-disciplinary team in event and project management;
(h) providing strategic input and advice to senior directorate on administrative and policy issues; and
(i) supervising the staff of the Complaint and Discipline Team of the Secretariat of Boards and Councils.

(Remarks: May be required to work on Saturdays, Sundays and public holidays.)

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for up to 12 months. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

$85,095 to $109,210 per month, depending on experience, plus end-of-contract gratuity
(a) An end-of-contract gratuity may be granted upon completion of the full contract period with satisfactory performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund ("MPF") Scheme in respect of the candidates appointed as required by the MPF Schemes Ordinance (Cap. 485), will equal 15% of the total basic salary drawn during the contract period.
(b) The employee is entitled to 14 days paid annual leave if he has been in employment under a continuous contract for not less than 12 months. For contract period less than 12 months, the annual leave entitled will be calculated on a pro-rata basis, subject to the provisions of Employment Ordinance (Cap. 57). Other benefits such as rest days, statutory holidays (or substituted holidays), maternity / paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap. 57).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.

The application period for the position of Service Administrator is from 7 January 2022 (Friday) to 13 January 2022 (Thursday).
