Entry Requirements

(a) possess a recognised Hong Kong bachelor’s degree, or equivalent, preferably in Communications, Marketing, Business Administration, Public Relations, Journalism or other related disciplines; (b) have at least a total of six years’ and immediate preceding three years’ relevant full-time post-qualification working experience in the media or public bodies; relevant work experience in the use of websites, digital and social media is an advantage; (c) have met the language proficiency requirements of ‘Level 2’ results in the two language papers [Note (1)] (Use of Chinese [Note (2)] and Use of English [Notes (2) & (3)]) in the Common Recruitment Examination (CRE), or equivalent, (d) have good writing skills in Chinese and English and fluent in spoken Cantonese and English; proficiency in Putonghua is an advantage; (e) have good interpersonal, communication and negotiation skills; and (f) be proficient in computer use, in particular Microsoft Excel, PowerPoint and Chinese word processing.

(1) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest. ‘Level 2’ and ‘Level 1’ results of the two language papers obtained from December 2006 onwards are of permanent validity. (2) For non-civil service appointment purpose, ‘Level 5’ or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or ‘Grade C’ or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to ‘Level 2’ in the UC paper of the CRE. ‘Level 5’ or above in English Language of the HKDSEE; or ‘Grade C’ or above in Use of English of the HKALE; or ‘Grade C’ or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to ‘Level 2’ in the UE paper of the CRE. (3) Applicants with an overall band of ‘6.5’ or above with no subtest score below band ‘6’ obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to ‘Level 2’ in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period. (4) Candidates should attach copies of their HKDSEE/HKCEE/HKALE/GCE A Level/IELTS results, or equivalent, together with a detailed curriculum vitae of their work experience to their applications. 

Duties

(1) To review public opinion on the Department’s services, and administer the electronic newspaper clipping services and social media monitoring; (2) To provide professional advice on media relations and formulate PR strategy for implementation of various projects in the Department; (3) To provide support in liaison with media; (4) To provide support to departmental publicity and promotional events such as exhibitions, school talks, visits and student outreach scheme, etc; (5) To administer the production of publicity materials; (6) To handle public complaint and enquiry; (7) To regularly update the public relations contents in the Departmental webpage; (8) To prepare speech and materials supporting senior management’s participation in public and promotional events; and (9) To undertake other duties and responsibilities as assigned by senior officers.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for a period of one year.

Salary and Fringe Benefits

HK $50,800 per month
An end-of-contract gratuity equivalent to 15% of the total basic salary may be granted if the contract is satisfactorily completed. Such gratuity will include the contribution made by the Government towards a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Scheme Ordinance. Rest days, statutory holidays, annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions in the Employment Ordinance and the contract terms.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.
