Entry Requirements

Candidates should have:
(a) a bachelor degree from a Hong Kong university, or equivalent;
(b) at least 10 years of management experience in a senior position in the public sector with solid staff management and administrative experience;
(c) good knowledge of the government system;
(d) strong and relevant expertise in consultancy services to the public sector, and formulation and implementation of change programmes. Relevant experience in developing, leading and implementing direct government services or large-scale projects is an advantage; and
(e) good command of spoken and written English and Chinese.

A Departmental Administrative Consultant is mainly deployed on -
(a) conducting management reviews regarding the operation of the Lands Department;
(b) providing consultative advice to the Department with a view to identifying areas for improvement of services;
(c) implementing change programmes, including conducting internal engagement exercise to stakeholders;
(d) contributing to the formulation and implementation of the Department’s new initiatives; and
(e) performing other duties as may be required.

Terms of Appointment

The successful candidate will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

HK$96,395 per month (To work 32 hours per week)
(a) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted on terms no less favourable than the provisions of the Employment Ordinance.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the above enquiry address.

(a) Application forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department and any Job Centres of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).
(b) Completed application forms, together with a resume detailing relevant working experience, photocopies of relevant certificates and transcripts in support of academic qualifications and proof of documents of working experience, should reach the enquiry address indicated on or before the closing date for application with the envelope clearly marked 'Application for the post of Departmental Administrative Consultant'.
(c) Online application can also be made through the Civil Service Bureau's website (http://www.csb.gov.hk). Candidates who apply online should submit a resume detailing relevant working experience, copies of their certificates and transcripts in support of academic qualifications and proof of documents of working experience within one week after close of application period to the enquiry address, and the online application number should be quoted on the envelope and the copies of supporting documents.
(d) If candidates fail to provide the supporting documents as requested, their applications will not be considered. Applications which are incomplete, late or not duly signed will not be accepted. This department will not accept any unpaid or underpaid mail items. Please ensure that mail items bear sufficient postage before posting. Any mail items bearing insufficient postage will be returned or disposed of by the Hong Kong Post.
(e) Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date for application. Invitations may be issued by email. Applicants are encouraged to provide their email address properly in the application form. Those who do not receive any invitation may assume that their applications are unsuccessful.
