Entry Requirements

Candidates (Note 1) should have -
(a) (i) Level 2 or equivalent (Note 2) or above in five subjects, including Chinese Language and English Language, in the Hong Kong Diploma of Secondary Education Examination (“HKDSEE”), or equivalent; or
(ii) Level 2 (Note 3) / Grade E or above in five subjects, including Chinese Language and English Language, in the Hong Kong Certificate of Education Examination (“HKCEE”), or equivalent
(b) two years’ post-qualification working experience; and
(c) met the language proficiency requirements of Level 2 (Note 3) or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; and be able to speak fluent Cantonese and simple English.

(1) The post is open to both male and female candidates.
(2) For civil service appointment purpose, “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(3) For civil service appointment purpose, “Grade C” and “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” and “Level 2” respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) Candidates should submit a copy of relevant documents in support of their (i) academic qualifications; (ii) working experience; and (iii) language proficiency in accordance with the instructions in the “How to Apply” section. If candidates fail to provide the relevant supporting documents, their applications will not be considered.
(5) For the purpose of heightening public awareness of the Basic Law (“BL”) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.

A Foreman is mainly deployed on –
(a) carrying out law enforcement duties and regulatory work pertaining to the various Ordinances (Note) administered by the Department of Health;
(b) assisting in health education and promotion activities, including those for travellers at various Immigration Control Points, as well as conducting compliance checks under the scope of the various Ordinances administered by the Department;
(c) assisting in handling public enquiries and investigating complaints on matters relating to the various Ordinances administered by the Department;
(d) supervising and monitoring the performance of minor staff in their carrying out the law enforcement duties and regulatory work of the Department; and
(e) assisting in various office administration work, including maintaining enforcement and inventory records, compiling statistics and writing reports.

(Remarks: May be required to
(1) wear uniform;
(2) work shifts and irregular hours;
(3) perform outdoor duties at remote areas including border control points; and
(4) attend duties during typhoons and emergencies.)

Current Ordinances relevant to Foreman duties include Smoking (Public Health) Ordinance, Fixed Penalty (Smoking Offences) Ordinance, Dutiable Commodities (Amendment) Ordinance 2018, Prevention and Control of Disease Ordinance, Public Health and Municipal Services Ordinance, Dangerous Drugs Ordinance, Antibiotics Ordinance, Pharmacy and Poisons Ordinance, Chinese Medicine Ordinance, Dentist Registration Ordinance. Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he / she may be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 7 (HK$19,030 per month) to Master Pay Scale Point 11 (HK$24,270 per month).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h) The period of notification of recruitment examination and / or interview may be longer when a large number of applications are received or when there are other complications requiring a longer processing time for the applications.

(j) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
