Entry Requirements

Candidates should (a)(i) have Level 3 or equivalent [Note(4)] or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note(5)], or equivalent; or (ii) have Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and Level 3 [Note(6)]/Grade C or above in three other subjects in the Hong Kong Certificate of Education Examination (HKCEE) [Note(5)], or equivalent; (b) be mature, resourceful, imaginative, reliable, with the ability to influence and be acceptable to others; (c) have high integrity, management and communication skills, human relation techniques, experience in handling people gained through work situations, and ability to work independently; (d) have a liking for outdoor work; (e) possess a valid driving licence [Note(2)]; and (f) have met the language proficiency requirements of Level 2 [Note(6)] or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent.

(1) Candidates will be required to take a written examination.
(2) Candidates should hold a valid Hong Kong driving licence for private car by the closing date for application period (i.e.24 February 2020). They should indicate the vehicle classification code(s) and expiry date(s) of their driving licence(s) in the 'Professional Qualifications' section of the application form [G.F. 340 (Rev. 3/2013)]. Candidates who fail to provide full and accurate information of their valid driving licence(s) on the application form as requested will be considered not qualified for the post.
(3) Preference will be given to candidates having land management knowledge or working experience.
(4) For civil service appointment purpose, \"Attained with Distinction\" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. \"Attained\" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(5) The subjects may include Chinese Language and English Language.
(6) For civil service appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(7) As invitations or notifications may be sent to candidates by email, candidates should provide an accurate email address in their application. Candidates are responsible for checking their emails to ensure that invitation or notification will be duly received.
(8) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

A Land Executive is mainly deployed on the following types of duties: (a) responsible to District Lands Officers/Chief Estate Surveyors for a wide variety of matters relating to the administration of land in the New Territories; (b) responsible for land administration work in a sub-District after initial training, involving visits to sites, interviewing parties to transactions and disputes or for other land work such as acquisition, land control (including squatter control and clearance), lease enforcement; and (c) to perform emergency and on-call duties during typhoon and other natural disasters.
(Note: The work of a Land Executive involves extensive travelling in the New Territories with sometimes long and irregular hours of duty.)

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms. \r\n(Note: Candidates are required to complete an induction course and an assessment to be organised by the Department satisfactorily in order to pass the probation bar. The induction course and the assessment may be conducted in weekday evenings and/or Saturday mornings. No time off or compensation of whatever form will be granted.)

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address.
(j) Towards the application deadline, the on-line system would likely be overloaded due to the large volume of applications. To ensure timely completion of on-line applications, applicants are advised to submit the applications as early as possible.

Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Completed application forms should reach the enquiry address on or before the closing date for application with the envelope clearly marked 'Application for the post of Land Executive'. On-line application can also be made through the Civil Service Bureau's website (http://www.csb.gov.hk). Applications which are incomplete, late or not duly signed will not be accepted. This department will not accept any unpaid or underpaid mail items. If the application is submitted by post, the Hong Kong postmark date on the envelope will be regarded as the date of submission of the application form and/or copies of the supporting documents. Applicants should ensure that sufficient postage is paid to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of in accordance with the established procedures of the HongKong Post.
