Entry Requirements

The position is open to both male and female applicants. Candidates should have -
(a) a bachelor degree, preferably in the related fields of Public Health, English, Public Administration, Public Policy or Human Resource Management, from a Hong Kong university, or equivalent (Note 1);
(b) met the language proficiency requirements of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (\"HKDSEE\") or the Hong Kong Certificate of Education Examination (\"HKCEE\"), or equivalent (Note 2); and
(c) ten years of full-time post-qualification work experience, preferably in the Government, in the related fields of public health, general office administration, human resource management, finance planning and management, project / event management, IT system management, etc. with at least five years at supervisory level.

Other Requirements:
Candidates should also be -
(a) highly competent to communicate in Chinese and English;
(b) versatile with sound communication, presentation, interpersonal and leadership skills;
(c) versatile with sound analytical and project management skills;
(d) self-motivated, proactive, and able to give constructive ideas;
(e) able to work under pressure and in high pace working environment that requires swift response and actions; and
(f) dedicated to contribute towards departmental effort against Coronavirus Disease 2019 (\"COVID-19\").

Duties

A Manager mainly assists in -
(a) COVID-19 related duties, including logistical arrangement, maintaining effective liaison with various stakeholders, replying enquiries and complaints, compiling statistical returns and assisting in formulation of protocols;
(b) providing secretarial support, including drafting papers, minutes of meeting and reports, and assisting in the formulation, promulgation and implementation of projects as decided by boards and councils;
(c) managing daily operation of an office, including office administration, tender / quotation exercise, human resource and financial management;
(d) coordinating the administration, supervision and training of supporting staff;
(e) providing support to projects and IT systems management; and
(f) planning for service delivery and contingency plans.

(Remarks: May be required to
(1) work irregular hours or perform shift duties to provide 24-hour coverage, work on Saturdays, Sundays and public holidays;
(2) perform duties at boundary control points and quarantine centres; and
(3) attend duties during emergencies.)

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms up to 12 months. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

$45,470 to $54,565 per month, depending on experience, plus end-of-contract gratuity
(a) An end-of-contract gratuity may be granted upon completion of the full contract period with satisfactory performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (\"MPF\") Scheme in respect of the candidates appointed as required by the MPF Schemes Ordinance (Cap. 485), will equal 15% of the total basic salary drawn during the contract period.
(b) Candidates appointed are eligible for 14 days' paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), maternity / paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap. 57).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the contact address indicated.
