Entry Requirements

Candidates should:
(a) (i) be Corporate Members of the Hong Kong Institute of Surveyors (Building Surveying Division) or equivalent, plus one year’s appropriate post-qualification experience; or (ii) Members of the Hong Kong Institute of Architects or equivalent [Notes (1) & (2)]; and
(b) meet the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note(3)].

(1) Corporate Members of the Hong Kong Institute of Surveyors (Building Surveying Division) who have acquired at least two years’ appropriate post-qualification experience, or Members of the Hong Kong Institute of Architects who have acquired at least one year’s appropriate post-qualification experience, if selected for appointment, will be offered with a monthly salary of HK$56,880.
(2) Corporate Members of the Hong Kong Institute of Surveyors (Building Surveying Division) who have less than one year’s appropriate post-qualification experience may also apply for this post. Successful candidates appointed will be offered with a lower monthly salary of HK$51,951. The monthly salary of the above successful candidates will be adjusted to $54,325 upon obtaining one year’s appropriate post-qualification experience.
(3) “Grade E” in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) Candidates should obtain all the above-mentioned entry requirements on or before the closing date of application. 

Duties

(a) To process buildings plans, applications for consent to commencement of works, certificates of completion of works, applications for occupation permits and licences / registrations; and to carry out site audit checks on building works in progress and minor works;
(b) To deal with unauthorised building works, dilapidated and dangerous buildings, defective drains, dangerous slopes and retaining structures; and to take necessary enforcement actions including statutory orders / notices and emergency works;
(c) To administer the Mandatory Building Inspection Scheme and Mandatory Window Inspection Scheme;
(d) To evaluate the fire safety provisions of existing buildings and specify the required fire safety improvement works; and
(e) To instigate prosecution and disciplinary actions; to coordinate responses to appeals; and to carry out legislative review and research.
[Note: Successful candidates appointed are required to perform outdoor duties, may be required to (i) work shifts or irregular hours; (ii) perform duties during tropical cyclones, rainstorms and other emergencies; and (iii) be seconded to other government departments.]

Terms of Appointment

Successful candidates will be appointed on 12-month non-civil service contract terms.

Salary and Fringe Benefits

$54,325 per month
(a) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government's contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485), equals to 15% of the total basic salary drawn during the contract period; (b) In addition to general holidays, maternity leave, paternity leave, sickness allowance, 12 days paid annual leave will be granted under a continuous contract of employment for every 12 months.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the contact address within 1 week after close of application period. The on-line application number should be quoted on the envelope and copies of the supporting documents. If candidates fail to provide the required documents, their applications will not be considered.

Candidates should apply to the Buildings Department with a completed application form [G.F. 340 (Rev. 3/2013)], which is obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).

Applications submitted in person or by post should reach the Appointments Registry, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon on or before 6:00 p.m., 12 June 2020. Please specify the title of the post being applied for on the envelope. Applicants should provide a detailed account of their academic work and relevant working experience in their applications.
