Entry Requirements

Candidates should:-
(a) have a bachelor degree in journalism or communication from a local university, or equivalent; and a minimum of 8 years’ full-time post-qualification media/journalistic/public relations/public affairs experience; or have a diploma in journalism or communication from a registered post-secondary college issued after the date of its registration, or equivalent; and a minimum of 14 years’ full-time post-qualification media/journalistic/public relations/public affairs experience;
(b) a good command of both Chinese and English and have met the language proficiency requirements of Level 2 in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent (see Notes 1 to 3);
(c) have in-depth knowledge of the operation of the Government and the public sector as well as good understanding of community affairs;
(d) have effective research skills, including the use of online resources;
(e) have strong communication, organisational and presentation skills; and
(f) be mature and self-motivated.

Preference will be given to candidates who have good knowledge and experience in policy research in the Government.

(1) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) is accepted as equivalent to Level 2 in the Use of Chinese (UC) paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the Use of English (UE) paper of the CRE.

(2) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE.

(3) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

The Senior Researcher will be deployed to Financial Secretary's Private Office to undertake the following duties -
(a) To oversee, plan and conduct research, studies and analysis on specific topics, for example, matters related to local, Mainland and international economic development;
(b) To assist in the planning, formulation and implementation of engagement strategies and exercises including those involving members of the public;
(c) To conduct the public opinion analysis or monitoring and assist in the formulation of public relations strategies and tactics;
(d) To prepare speeches, publications, publicity materials and articles;
(e) To perform other duties as required by senior officers.

[Note: The successful candidate may be required to work long or irregular hours.]

Terms of Appointment

Successful candidate will be employed on non-civil service contract terms for a period not more than 24 months.

Salary and Fringe Benefits

$64,000 to $78,000 per month, depending on the qualification and relevant working experience
(a) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.
(b) The benefits in respect of rest days, statutory holidays, general holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview without being subject to any further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address.

Application forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk). Applications together with a full curriculum vitae & copies of relevant documents (as specified below) should be submitted via one of the following means –
