Entry Requirements

(a)(i) a first or second class honours bachelor’s degree in Economics from a Hong Kong university, or equivalent; or (ii) an honours bachelor’s degree in a subject related to Economics, and a postgraduate degree in Economics from a Hong Kong university, or equivalent; (b) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (1) below]; (c) candidates with full-time economic analysis or related working experience are preferred [See Note (2) below].

(1) For non-civil service appointment purpose, \"Grade C\" in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to \"Level 3\" in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Successful candidate(s) will have to engage in any one or all of the following tasks: (a) to conduct in-depth economic analysis and research as well as compile reports on Hong Kong and global economic activities independently; (b) to provide analytical support and professional advice on government policies and projects with significant implications for Hong Kong’s economic growth and development.

Terms of Appointment

Successful candidate(s) will be appointed on non-civil service contract terms for a period of 12 months, with possibility of extension on operational need basis and subject to satisfactory performance and availability of funds.

Salary and Fringe Benefits

HK$55,995 per month
An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently good standard of performance and conduct. Such gratuity, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, will at maximum equal to 15% of the total basic salary drawn during the contract period. 14-day paid annual leave and other fringe benefits, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the recruitment examination and/or interview without being subject to further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). When submitting the application, the candidate is required to provide copies of all relevant certificates and academic transcripts of studies. Application forms and supporting documents should be submitted via one of the following means –
(a) by post to the Administration Section, Office of the Government Economist, Financial Secretary’s Office, Room 2576, 25/F, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, with the envelope clearly marked “Application for the position of Research Analyst” (the postmark date on the envelope will be regarded as the date of submission of application). To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Office and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage;
(b) by hand to the application drop-in box of Office of the Government Economist located at the Staff Entrance, 2/F., East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, with the envelope clearly marked “Application for the position of Research Analyst”. The drop-in box is available from 8:00 a.m. to 7:00 p.m. from Monday to Friday (except public holidays) and up till 5:00 p.m. on the closing date of application; or
(c) through on-line facilities on the Civil Service Bureau homepage at http://www.csb.gov.hk. Candidates who applied online should submit copies of supporting documents on or before 9 July 2020 to the contact address and the online application number should be quoted on the envelope and the copies of all supporting documents.
