Entry Requirements

Candidates should -

(a) have an academic qualification for Professional Membership in the Building Surveying Division (BSD) of the Hong Kong Institute of Surveyors (HKIS), or equivalent, plus completion of post-academic professional training and practical experience required by the HKIS, or an academic qualification for the Professional Assessment of the Hong Kong Institute of Architects (HKIA), or equivalent plus at least 2 years’ post-academic practical experience recognised by the HKIA [See Note (1)]; and

(b) have a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [See Note (2)]; and

(c) have “Level 1” results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent [See Note (3)].

(1) Candidates who at the time of appointment have obtained Professional Membership in the BSD of the HKIS, or have become members of the HKIA, or equivalent, will NOT be considered for the Assistant Building Surveyor post. Successful candidates will be required to make a declaration to that effect.
(2) The results of the Aptitude Test (AT) paper in the CRE are classified as Pass or Fail.
(3) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE. Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(4) Applicants without the requisite CRE results, or equivalent, but have met the other entry requirements and had attended the CRE held in June 2020 may also apply. However, they will only be considered for appointment subject to their obtaining the requisite results in the relevant papers in the aforesaid CRE. Applicants should indicate “Had attended CRE in June 2020” in Section I (Public Examination Results) under “Academic Attainment” on Page 2 of their application forms, otherwise their applications may not be considered.
(5) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.

An Assistant Building Surveyor is mainly deployed on assisting in the general administration of all building control functions arising from the Buildings Ordinance and allied legislations, including -

(a) processing buildings plans, applications for consent to commencement of works, certificates of completion of works, applications for occupation permits and licences/registrations, and carrying out site audit checks on building works in progress and minor works;
(b) dealing with unauthorised building works, dilapidated and dangerous buildings, defective drains, dangerous slopes and retaining structures, and taking necessary enforcement actions including statutory orders/notices and emergency works;
(c) administering the Mandatory Building Inspection Scheme and Mandatory Window Inspection Scheme;
(d) evaluating the fire safety provisions of existing buildings and specifying the required fire safety improvement works; and
(e) instigating prosecution and disciplinary actions, coordinating responses to appeals, and carrying out legislative review and research.

[Note: Successful candidates appointed are required to perform outdoor duties, may be required to (i) work shifts or irregular hours; (ii) perform duties during tropical cyclones, rainstorms and other emergencies; and (iii) be seconded to other government departments.]

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years or the time taken for him/her to obtain the requisite professional qualifications, whichever is the later and subject to a maximum of five years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Master Pay Scale Point 18 (HK$36,765 per month) to Master Pay Scale Point 27 (HK$55,995 per month)

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address as indicated within 1 week after close of application period. If candidates fail to provide the required documents, their applications may not be considered.

Candidates should apply to the Buildings Department with a completed application form [G.F. 340 (Rev. 3/2013)], which is obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).

Applications submitted in person or by post should reach the Appointments Registry, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon on or before 6:00 p.m., 10 July 2020. Please specify the title of the post being applied for on the envelope.

Photocopies of certificates and transcripts in support of academic and professional qualifications, documentary evidence showing the relevant years of appropriate experience and the acceptance for the final assessment of Assessment of Professional Competence (APC); or the HKIA examination by the appropriate Institute should reach the contact address below within 1 week after close of application period.
