Entry Requirements

(a)(i) a bachelor’s degree with photography or video/film production as a subject taken [Note 2] from a Hong Kong university, or equivalent [Note 3 & 4]; and
(ii)met the language proficiency requirements of Level 1 results in the two language papers [Note 5] (Use of Chinese [Note 6] and Use of English [Note 6 & 7]) in the Common Recruitment Examination (CRE), or equivalent; and be able to communicate effectively in Chinese and English.
or
(b)(i) an accredited associate degree/higher diploma with photography or video/film production as a subject taken [Note 2] from a Hong Kong tertiary institution, or equivalent [Note 3 & 4]; and
(ii)met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note 3] or in the Hong Kong Certificate of Education Examination (HKCEE) [Note 8], or equivalent; and be able to communicate effectively in Chinese and English.
or
(c)(i) a diploma with photography or video/film production as a subject taken [Note 2] from a registered post-secondary college issued after the date of its registration, or equivalent [Note 3 & 4] ; and
(ii)met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKDSEE [Note 3] or in HKCEE [Note 8], or equivalent; and be able to communicate effectively in Chinese and English.
or
(d)(i) a combination of results in five HKDSEE [Note 3] subjects of Level 3 in New Senior Secondary (NSS) subjects, “Attained with Distinction” or “Attained with Distinction (I)” in Applied Learning (ApL) subjects (subject to a maximum of two ApL subjects) and Grade C in Other Language subjects [Note 9], or Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination (HKALE) and Level 3/Grade C or above in three other subjects in HKCEE [Note 8 & 9], or equivalent; and
(ii)at least three years' experience as a full-time photographer, video cameraman or video editor; and
(iii)met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKDSEE [Note 3] or in HKCEE [Note 8], or equivalent; and be able to communicate effectively in Chinese and English.

Assistant Information Officer (Photo) Trade Test
Applicants are required to attend an Assistant Information Officer (Photo) trade test conducted by ISD in Hong Kong. The trade test date will be posted to ISD website (http://www.isd.gov.hk). Only those who have passed the trade test will be further considered. Candidates who are not invited to attend the trade test within four months from the closing date may assume their applications unsuccessful.

Basic Law Assessment
For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result for degree/professional grades will constitute an appropriate weighting in a candidate’s overall assessment.

(1)Successful applicants with qualifications specified at items (b), (c) and (d) under Entry Requirements above will be appointed at two points below the minimum of the pay scale, i.e. Master Pay Scale Point 12 ($27,145).
(2)Subjects taken by qualified candidates in previous Assistant Information Officer (Photo) recruitment exercises are available in ISD website (http://www.isd.gov.hk) for reference.
(3)All qualifications required should be obtained on or before the application deadline. Qualifications obtained after the application deadline will not be considered.
(4)Applicants with qualifications stipulated in items (a)(i), (b)(i) and (c)(i) above should indicate in the application forms their major area of studies.
(5)The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
(6)For civil service appointment purpose, Level 5 or above in Chinese Language of the HKDSEE; or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
(7)Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are accepted as equivalent to Level 2 in the UE Paper of the CRE. The IELTS test result must be valid on any date during the application period.
(8)For civil service appointment purpose, Grade C and Grade E in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to Level 3 and Level 2 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(9)The subjects may include Chinese Language and English Language.

Assistant Information Officers (Photo) are mainly deployed on undertaking basic photographic or video/film production assignments; and assisting in the safekeeping and maintenance of equipment in ISD, Secretariat Press Office or a departmental Information and Public Relations Unit. They may be required to work shift.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 14 ($30,235) to Master Pay Scale Point 27 ($55,995) per month[Note 1]

(a)Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
