Entry Requirements

Candidates should have –
(a) attained five subjects at Level 2/Grade E or above in the Hong Kong Certificate of Education Examination (HKCEE)/Hong Kong Diploma of Secondary Education Examination (HKDSEE) [see Note 1] (including Chinese Language, English Language [see Note 2] and Mathematics);
(b) a minimum of two years’ full-time working experience in administration work, administration of financial assistance schemes or customer service work, with experience in the Government/public sector organisation being an advantage;
(c) good command of both Chinese and English. Proficiency in Putonghua or other languages is an advantage [see Note 3];
(d) equipped with good computer knowledge; and
(e) good logical thinking, customer service and communication skills.

(1) “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language Subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2) ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) Candidates are required to indicate in the section under “Professional Qualifications” on the application form [G.F. 340 (rev 3/2013)] which language(s) they are proficient in.

Supporting Document: Applicants must provide supporting documents proving that they have obtained the above-mentioned academic qualifications and working experience when submitting application forms. Applications will not be considered if applicants fail to provide such documents.
 

Duties

(a) To process applications for the financial assistance schemes;
(b) To handle public enquiries and complaints in relation to the financial assistance schemes;
(c) To provide counter service;
(d) To handle general clerical duties;
(e) To assist in promoting the financial assistance schemes (including outdoor promotional activities); and
(f) To perform any other duties as assigned by supervisors.

Note: Subject to operational requirement of the department, the appointed candidate may be required to perform shift duties, work irregular hours and overtime (including on Saturdays, Sundays and public holidays). He / She will be deployed to work in any location as assigned by the Working Family and Student Financial Assistance Agency.

Terms of Appointment

The successful candidate(s) will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

$15,545 per month
(1) 10 days of annual leave for appointment on a 12-month contract whereas rest days, statutory holidays (or substituted holidays), maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance (Cap. 57 of the Laws of Hong Kong). Entitlement for annual leave will be calculated on pro-rata basis for appointment less than 12 months.
(2) A gratuity may be granted upon satisfactory completion of a 12-month contract with a consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485 of the Laws of Hong Kong), is equal to 10% of the total basic salary drawn during the contract period.

General Notes

(1) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(5) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(6) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (7) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the Enquiry Address.

Application forms [G.F.340 (Rev.3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The application form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

Completed application form and a resume setting out detailed working experience (including job titles and major duties) in all current and previous employment together with copies of academic/professional qualifications, relevant certificates, official transcripts of studies/result slips and employment proof (i.e. employment certificates, reference letters, etc.), should reach the Enquiry Address not later than 17 May 2022 (for submission by post, the postmark date on the envelope will be regarded as the date of submission). Please state “Application for General Clerk” on the envelope. If the application is submitted by post, please affix sufficient postage. Insufficient postage will lead to non-delivery of the application documents to the Enquiry Address. Applications which are late or incomplete/without the relevant supporting documents or submitted by fax/email will not be considered. On-line application is not accepted.
