Entry Requirements

Candidates should –
(a) be Certified Public Accountants of the Hong Kong Institute of Certified Public Accountants, or equivalent;
(b) have at least 8 years’ relevant full-time post-qualification working experience in accounting or financial management, of which at least 4 years in senior managerial position;
(c) have Level 5 or above in “English Language” and Level 4 or above in “Chinese Language” of the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent (Note); and
(d) have strong command of written and spoken English and Chinese.

The following examination results are accepted as equivalent to Level 5 in “English Language” of the HKDSEE: (a) Grade C or above in “Use of English” of the Hong Kong Advanced Level Examination (HKALE) or in “English Language” of the General Certificate of Education (Advanced Level) (GCE A Level); and (b) Level 2 in the “Use of English” paper of the Common Recruitment Examination (CRE); and (c) an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS); and the IELTS test result much be valid on the starting date of the application period, i.e. 29 April 2022.

The following examination results are accepted as equivalent to Level 4 in “Chinese Language” of the HKDSEE: (a) Grade D or above in “Chinese Language and Culture” or “Chinese Language and Literature” of the HKALE; and (b) Level 1 or above in the “Use of Chinese” paper of the CRE.
 

Duties

(a) To be responsible for budgeting, financial accounting, financial control, payment monitoring and management reporting on the financial position;
(b) To develop and review accounting procedures related to the office and the Chinese Medicine Hospital (CMH) project;
(c) To conduct and review costing exercises for subsidised services;
(d) To conduct financial vetting and financial monitoring as well as contract management;
(e) To liaise with different stakeholders on financial and accounting matters related to the CMH project; and
(f) To perform supervisory duties and any other duties as assigned by the supervisors.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service need of this Bureau and the performance of the candidate.

Salary and Fringe Benefits

$78,385 per month
(a) An end-of-contract gratuity may be granted upon satisfactory completion of the contract. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave, paternity leave, sickness allowance, where appropriate, will be granted on terms not less favourable than the provisions of the Employment Ordinance.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
