Entry Requirements

This position is open to both male and female. Candidates should have –

(a) a bachelor's degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;
(b) minimum 10 years’ relevant post-qualification full-time work experience gained in manage IT implementation project;
(c) solid working experience in managing SA&D, system implementation, maintenance and enhancement in various areas including:
- HTML5, Internet/Intranet, XML, JSON
- Java Script
- Microsoft Active Server Page Scripting
- Microsoft SQL Server database
- Oracle database
- Microsoft .NET programming
- Database design
- Web application development
- Document imaging solutions
(d) solid working experience of project implementation, managing IT projects, contractor management and IT staff management in the Government environment; and
(e) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.

(1) Preference will be given to candidates who have working experience in 3-Tier system development using .NET; have solid knowledge and experience in PRINCE2; have minimum 3 years experiences in managing Government IT projects; and have obtained the PMP certification.
(2) For appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

The Information Technology Manager is mainly deployed on -
(a) Manage IT projects for development of computer systems for C&SD, including:
- Maintenance support of computer system for Household Expenditure Survey (HES);
- Replacement of Computer System for Personnel, Training and Staff Reporting and system integration with Gov-HRMS ;
- Implementation of Electronic Data Collection Modes in Selected Labour Surveys
(b) Manage in-house and contract IT staff to provide enhancement and maintenance support services for different .NET based computer survey systems in C&SD, including around six systems as well as one Oracle based system for personnel information management;
(c) Provide technical advices and support to the Department for implementing optimal solutions of well integrated electronic data collection modes and further enhancing data security; and
(d) Manage clerical staff to provide support for general administration and records management for Information Technology Services and Infrastructure Branch (ITSB) of C&SD.

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms for 12 months.\r\n

Salary and Fringe Benefits

HK$64,315 per month
12 days of annual leave per annum and the eligibility for the rest days, statutory holidays (or substitute holidays), maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in line with those provided for under the Employment Ordinance.
Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
