Entry Requirements

Candidates should have –

(a) (i) a Bachelor’s degree from a university in Hong Kong, or equivalent, and 4 years’ relevant post-academic experience in aviation; or

(ii) a Corporate Membership of a recognized professional transport, aeronautical, planning or engineering institution, or equivalent; or

(iii) 7 years’ relevant experience in aviation, including service with an airline or aviation authority, as an operations officer; or

(iv) an International Civil Aviation Organization contracting state’s Commercial Pilot’s Licence (CPL) (either in Aeroplane or in Helicopter) with Instrument Rating, 1 year’s commercial transport flying experience after gaining the CPL, and passed the Airline Transport Pilot’s Licence examinations;

(b) a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE) [See Note (1)]; and

(c) met the language proficiency requirements of Level 2 result in Use of English (UE) paper and Level 1 result in Use of Chinese (UC) paper in the CRE, or equivalent [See Note (1)].
Remarks
(1) The results of the AT paper in the CRE are classified as Pass or Fail. The results of the UC and UE papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in The UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 25 October to 7 November 2019).

(2) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.

 

Duties

An Operations Officer (Aviation Administration) is mainly deployed on –

(a) performing of administrative and regulatory duties associated with licensing of aerodromes, aviation safety and security, heliport development, environmental management, air services, and air navigation services;

(b) performing of administrative duties related to international cooperation and training matters;

(c) provision of technical support to the planning of aviation related facilities;

(d) inspection and monitoring of flight and ground operations of airline operators; and

(e) assessment of applications for flight crew licenses and administration of related examinations.

(Note: Post holders may be required to work irregular hours.)

Terms of Appointment

A new recruit will normally be appointed on civil service agreement terms for three years. A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund Schemes, equals to 15% of the total basic salary drawn during the contract period. He/she will be required to serve on agreement terms for at least 3 years before they can be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 27 ($53,195 per month) to Master Pay Scale Point 44 ($105,175 per month).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application Forms (G.F. 340 [(Rev. 3/2013)]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Candidates must state clearly results of all subjects obtained in the public examinations, details of bachelor degree obtained (e.g. major subjects and class and division of honors obtained), and results in the UC, UE (i.e. Level 2 or 1) and AT of the CRE as appropriate on the application forms or a separate sheet attached to their applications.

Applications submitted in person or by post should reach the below contact address on or before 7 November 2019. Please specify the title of the post being applied for on the envelope. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. For qualifications awarded by local institutions/Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts/diplomas/certificates/other qualification documents are not required to be submitted at this stage of application. As for qualifications obtained from institutions outside Hong Kong, copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted together with the completed application forms.

Eligible candidates are required to sit for a written examination to be held tentatively in January 2020. The written examination is an English essay-type writing paper. Those who are invited to attend the written examination will normally receive an invitation in December 2019. Candidates who are further selected for interview will normally receive an invitation in about eight weeks from the written examination. Those who are not invited for written examination/interview may assume that their applications are unsuccessful.
