Entry Requirements

The position is open to both male and female applicants. Candidates should have -
(a) a Bachelor degree from a Hong Kong university in Computer Science, Information Technology (IT) or related discipline, or equivalent (Note 1);
(b) Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note 2);
(c) at least 12 years of full-time post-qualification work experience in IT with at least five years at managerial level (Note 3); and
(d) at least five years of experience in managing government projects, with knowledge in one or more project development methodologies, e.g. Structured Systems Analysis and Design Methodology (SSADM), Agile Software Development, Object Oriented Methodology (OOM) as well as project management methodologies, e.g. PRojects IN Controlled Environments (PRINCE).

Other Requirements:
Candidates should also have -
(a) be familiar with government regulations and procurement procedures; and
(b) have knowledge and / or experience in the following:
(i) mid-range server (e.g. Unix);
(ii) PC server (e.g. Windows Server, Linux);
(iii) database system (e.g. Oracle, DB2);
(iv) system software (e.g. WebSphere, WebLogic, Apache); and
(v) managing IT project(s) / system(s) related to regulatory affairs, clinical services and / or disease surveillance control;
and
Candidates who are holders of the following certificates or equivalent will be preferred:
(i) Project Management Professional (PMP);
(ii) Oracle Certified Professional (OCP);
(iii) Microsoft Certified Professional (MCP)
(iv) Microsoft Certified Solutions Expert (MCSE);
(v) Cisco Certified Internetwork Expert (CCIE);
(vi) Cisco Certified Network Professional (CCNP);
(vii) Certified Information Systems Security Professional (CISSP);
(viii) Certified Information Systems Auditor (CISA);
(ix) VMware Certified Professional (VCP); or
(x) Information Technology Infrastructure Library (ITIL) certification.

(2) For appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) Candidates should state in detail on the application form their academic qualifications and relevant work experience including supervisory duties, together with a copy of (a) academic transcripts; (b) graduation certificates; and (c) supporting documents of relevant work experience.)

Duties

A Contract Senior Information Technology Manager will be deployed to the Health Informatics and Technology Office in the Department of Health (DH) to –
(a) provide steering, guidance and advice on matters related to the implementation, development, use, system maintenance and on-going technical support of IT systems and services including those for regulatory and enforcement affairs and clinical services;
(b) oversee IT security of assigned IT systems;
(c) engage stakeholders and facilitate communication;
(d) lead procurement and contract management;
(e) perform resources management and staff deployment planning; and
(f) keep abreast of the latest IT development and provide professional advices as appropriate.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

HK$78,005 to HK$92,195 per month, depending on experience, plus 15% end-of-contract gratuity
(a) An end-of-contract gratuity may be granted upon completion of the full contract period with satisfactory performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (“MPF”) Scheme in respect of the candidates appointed as required by the MPF Schemes Ordinance (Cap. 485), will equal 15% of the total basic salary drawn during the contract period.
(b) Candidates appointed are eligible for 14 days’ paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), maternity / paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap. 57).

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
