Entry Requirements

Candidates should –
(a) have a Diploma in Legal Studies or equivalent;
(b) have at least 6 years of relevant working experience in the legal field; experience in litigation practice; and experience in dealing with general public is preferable;
(c) be knowledgeable in civil litigation procedures and practice in Hong Kong;
(d) have strong command of written English and Chinese, and be fluent in spoken English and Cantonese. Proficiency in Putonghua is preferable;
(e) have good communication and interpersonal skills; and
(f) be familiar with computer applications, including Chinese and English word processing and spreadsheet.

Duties

The main duties of the Legal Assistant are -
(i) to supervise frontline staff in the processing of applications under the Legal Advice Scheme for Unrepresented Litigants on Civil Procedures (Procedural Advice Scheme), including vetting documents relating to the court actions provided by litigants in person (LIPs);
(ii) to explain the services of the Scheme and deal with LIPs when needed;
(iii) to assist in the administration of the Scheme office, including procurement, records management, repository of court forms and documents, attendance of community lawyers and student volunteers;
(iv) to assist in the development and maintenance of the information systems and compile operational statistics relating to the Scheme; and
(v) any other duties assigned by senior officers.
[Note: Candidate appointed may occasionally be required to work outside the office or outside normal office hours, including Sundays and Public Holidays.]

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms for a period of two years.

Salary and Fringe Benefits

HK$31,685 per month
(a) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to Government’s contribution to the Mandatory Provident Fund Scheme as required by the Mandatory Provident Fund Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period.
(b) The benefits in respect of rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application forms [G.F.340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Application form, a full CV including a letter briefly stating why he or she is considered suitable for this position and relevant supporting documents for his/her legal qualifications and legal field employment records should be submitted via one of the following means -

(a) by post to the Personnel Office, Departmental Administration Unit, Administration Wing, Room 2561, 25/F, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, with the envelope clearly marked “Application for the position of Legal Assistant” (the postmark date on the envelope will be regarded as the date of submission of application). To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Office and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage; or

(b) by hand to the application drop-in box of Administration Wing located at the Staff Entrance, 2/F., East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, with the envelope clearly marked “Application for the position of Legal Assistant”. The drop-in box is available from 8:00 a.m. to 7:00 p.m. from Monday to Friday (except public holidays) and up till 5:00 p.m. on the closing date of application; or

(c) through on-line facilities on the Civil Service Bureau homepage at http://www.csb.gov.hk. Candidates who applied online should submit the full CV and copies of supporting documents not later than one week after the close of application to the enquiry address and the on-line application number should be quoted on the envelope and the copies of all supporting documents;

Applications which are incomplete, late or submitted by fax or email, or not made in the prescribed form, or without the required supporting documents will not be considered.

Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date of application. Those who are not invited for interview may assume that their applications are unsuccessful. Only candidates who are selected for interview will be notified.
