Entry Requirements

(a) have a bachelor or master degree, preferably in the social sciences, communication or languages from a local or overseas university, or equivalent; and a minimum of 5 years of full-time post-qualification working experience in public affairs, policy research, journalism or new media;
(b) have Level 2 or above in Chinese Language and English Language in HKDSEE or HKCEE, or Grade E or above in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007, or proven proficiency in written Chinese and English in the form of published work;
(c) have good understanding of political and/or community affairs;
(d) have strong communication, organisational and presentation skills; and
(e) be self-motivated, mature and able to work independently; and prepared to work irregular hours.

Remarks
'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

(a) to prepare speeches, blogs, presentations, articles and other publicity materials;
(b) to conduct research and analysis on housing- and transport-related issues;
(c) to liaise with government departments, local/overseas universities, think tanks and research organisations as appropriate; and
(d) to perform other duties as required by the Bureau.

Terms of Appointment

Successful candidate will be employed on non-civil service contract terms for a period of one year, including a probation period of one month.

Salary and Fringe Benefits

HK $35,000 - $55,000 per month, depending on academic or professional qualifications and work experience.
A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail together with their applications forms to the postal address stated above.

The said form can also be downloaded from the Civil Service Bureau's Internet Website (http://www.csb.gov.hk).

(a) a full curriculum vitae including:
(i) details of qualification(s) received (e.g. major subject and class and division of honours); and
(ii) employment records with detailed description of duties;
