Entry Requirements

Candidates should have -
(a) a Diploma or Higher Certificate in Building Studies, Building Surveying or Building Technology from Hong Kong Polytechnic / Polytechnic University, the Hong Kong Institute of Vocational Education or a technical institute / college, or equivalent; and
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent. (Note 1)
Remarks
(1) ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) Candidates should obtain all the above-mentioned entry requirements on or before the closing date of application.
 

Duties

(a) To assist in checking building plans, and inspecting building works, including minor works and drainage works of private developments and licensed premises;
(b) To assist in carrying out inspection of buildings and slopes, surveying defects, repair works and unauthorised building works, investigating sources of water seepage, arranging issue of statutory orders / notices / directions, and supervising works, including emergency cases, carried out by the government contractors;
(c) To prepare working drawings and cost estimates, to assist in records management and statistical collation of building information, as well as providing assistance in appeal, prosecution and disciplinary proceedings; and
(d) To assist in public education and publicity on matters relating to building safety, Minor Works Control System, Mandatory Building Inspection Scheme and Mandatory Window Inspection Scheme.

[Note: Successful candidates appointed are required to perform outdoor duties, may be required to (i) work shifts or irregular hours; (ii) perform duties during tropical typhoons, rainstorms and other emergencies; and (iii) be seconded to other government departments.]

Terms of Appointment

Successful candidates will be appointed on 12-month non-civil service contract terms.

Salary and Fringe Benefits

$21,256 per month
(a) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government's contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485), equals to 15% of the total basic salary drawn during the contract period; (b) In addition to general holidays, maternity leave, paternity leave, sickness allowance, 12 days paid annual leave will be granted under a continuous contract of employment for every 12 months.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address as indicated within 1 week after close of application period. The on-line application number should be quoted on the envelope and copies of the supporting documents. If candidates fail to provide the required documents, their applications will not be considered.

Candidates should apply to the Buildings Department with a completed application form [G.F. 340 (Rev. 3/2013)], which is obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).

Applications submitted in person or by post should reach Appointments Registry, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon on or before 6:00 p.m., 24 January 2020. Please specify the title of the post applying for on the envelope. Applicants should provide a detailed account of their academic work and relevant working experience in their applications.

To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.
