Entry Requirements

Candidates should have
(a) a Diploma or Higher Certificate in a relevant discipline of Information Technology (IT), Computer Science, Electronics, Telecommunications, System Engineering or Engineering Management from a Hong Kong polytechnic university / polytechnic, the Hong Kong Institute of Vocational Education, or a technical college / technical institute, or equivalent;

(b) 4 years’ relevant experience in engineering / project management / system analysis and design / application programming / system programming / operations management / specialised technical support, which should include at least 1 year's working experience in handling broadcasting related transmission systems / television (TV), radio or web production equipment / networking systems / IT computer systems or applications; and

(c) met the language proficiency requirements of “Level 2” or above in Chinese Language and English Language in Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Remarks
(1) For civil service appointment purpose, “Grade C” and “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” and “Level 2” respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
(3) Candidates have to provide documentary proofs of their qualifications and relevant experience before or after the recruitment interview.
(4) Candidates who have taken and completed a relevant subject related to disciplines of Information Technology, Computer Science, Electronics, Telecommunications, System Engineering or Engineering Management, or equivalent, are advised to indicate clearly the subject taken under Section A (II) – “Education” of the (G.F. 340 [(Rev.3/2013)]).
(5) Candidates who have acquired relevant experience in engineering / project management / system analysis and design / application programming / system programming / operations management / specialized technical support in a broadcasting organization are advised to indicate clearly the business nature of the organisation and the candidates’ nature of work under “Employment Record” of the (G.F. 340 [(Rev.3/2013)]).
 

Duties

Senior Technical Officer is mainly deployed on -
(a) assisting in the work concerning departmental broadcasting related transmission systems / TV and radio production equipment / networking systems / IT computer systems and applications / web and mobile programming applications;
(b) planning, developing, installing and monitoring the hardware / software of departmental broadcasting related transmission systems / TV and radio production equipment / networking systems / IT computer systems and applications / web and mobile programming applications;
(c) assisting in preparation of user guides and training materials concerning departmental broadcasting related transmission systems / TV and radio production equipment / networking systems / IT computer systems and applications / web and mobile programming applications, and arranging related training to all users; and
(d) providing technical support and advice on broadcasting / website and mobile platform / IT matters.

Terms of Appointment

A successful candidate will normally be appointed on three years’ civil service agreement terms. A gratuity may be granted upon satisfactory completion of the agreement with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund Scheme, equals 15% of the total basic substantive salary drawn during the agreement period. Upon completion of the three years’ civil service agreement terms, the officer may be appointed on the prevailing permanent terms.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should provide copies of their official transcripts and certificates.
