Entry Requirements

Candidates should have -
(a) registered as registered social worker (category 1) under the Social Workers Registration Ordinance, Chapter 505 [Note (1)]; and
(b)(i) a Diploma in Social Work from a Hong Kong polytechnic / polytechnic university, or equivalent [Note (2)]; or
(ii) a Certificate in Social Work awarded by the Academic Board of the Institute for Social Work Training, Hong Kong; or
(iii) a Diploma in Social Work from a registered post-secondary college issued after the date of its registration, or equivalent [Note (2)]; and
(c) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (3)]; and be able to speak fluent Cantonese.
Remarks
(1) Applicants who have not yet been registered as registered social worker (category 1) under the Social Workers Registration Ordinance (Cap. 505) may also apply. If selected, appointment will be subject to their being registered as registered social worker (category 1) under the Social Workers Registration Ordinance (Cap. 505) with documentary proof.

(2) (i) Current final year students studying the course to obtain the qualification as required in the above entry requirement (b) may also apply. They must state in their applications the qualifications they would attain on completion of the final examination. If selected, appointment will be subject to their obtaining the requisite academic qualification within the current academic year (i.e. 2019/20).

(ii) Applicants must indicate in their applications the major subjects studied in their diploma programme.

(3) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.

(4) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

Duties :
A Social Work Assistant is mainly deployed on –
(a) undertaking casework services;
(b) planning, organizing and implementing groups and programmes;
(c) providing supervision, guidance and counselling services to persons under care in the Tuen Mun Children and Juvenile Home;
(d) conducting assessment of the long term care needs of the elderly;
(e) assisting in the implementation of social welfare schemes; and
(f) handling calls from the public to the Departmental Hotline Service Unit.

(Note : A Social Work Assistant is required to undertake outdoor work and emergency duties; and may be required to work irregular hours and perform shift, on call or stand-by duties.)

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the below enquiry address.

How to apply

Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

Candidates should provide a detailed account of their academic and professional qualification and relevant working experience in the application forms. The information should include –
(a) gradings of the subjects taken in public examinations from secondary education onwards; and
(b) employment records with detailed description of duties.

Applications submitted in person or by post should reach the above contact address of the recruiting department on or before the closing date for application (the postmark date on the envelope will be regarded as the date of application). Please specify on the envelope “Application for the post of Social Work Assistant”. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. For qualifications awarded by local institutions / Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts / diplomas / certificates / other qualification documents are not required to be submitted at this stage of application. As for qualifications obtained from institutions outside Hong Kong, copies of the relevant transcripts / diplomas / certificates / other qualification documents should be submitted together with the completed application forms. For applicants who apply on-line, they should submit copies of the required supporting documents by post to the above contact address on or before 6 February 2020. The on-line application number should be quoted on the envelope and copies of the supporting documents.

Applications which are late or incomplete, applications not made in the prescribed application forms, applications without the required supporting documents or applications submitted by fax or email will not be considered.

Candidates who are selected for interview will normally receive an invitation (by email or by post) in about six to ten weeks from the closing date for application.
