Entry Requirements

Candidates should have :
(a)(i) a Bachelor’s degree in a relevant engineering discipline from a university in Hong Kong, or equivalent; or a corporate membership of an engineer institution acceptable to the Director of Marine;
(ii) a Certificate of Competency (Marine Engineer Officer) Class 1 issued by or a certificate acceptable to the Director of Marine; and
(iii) two years’ experience as second engineer or above on sea-going ship(s) or at equivalent responsible level in the marine engineering related industry; OR
(b)(i) a Bachelor’s degree in a relevant discipline relating to the maritime field from a university in Hong Kong or equivalent, acceptable to the Director of Marine;
(ii) a Certificate of Competency (Deck Officer) Class 1 (Master Mariner) issued by or a certificate acceptable to the Director of Marine; and
(iii) two years’ experience as Chief Officer or above on sea-going ship(s) or at equivalent responsible level in the nautical related industry; OR
(c)(i) a Bachelor’s degree in naval architecture or related technology from a university in Hong Kong, or equivalent;
(ii) a corporate membership of a naval architect institution acceptable to the Director of Marine; and
(iii) two years’ relevant experience after obtaining the corporate membership; AND
(d) at least six years’ relevant experience at senior management level in the maritime industry related work; AND
(e) met the language proficiency requirements of “Level 2” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Remarks
(1) All qualifications and work experience required should be obtained on or before the closing date for application.
(2) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

A Senior Surveyor of Ships is mainly deployed on :
(a) managing one of the professional sections of the Department to discharge its functions under the Hong Kong Merchant Shipping Ordinances;
(b) undertaking surveys, inspections or audits to ensure acceptable safety standards for ships in the Hong Kong Shipping Register;
(c) assisting in the development of technical policies and legislation in safety standards and environmental protection measures for ships;
(d) undertaking investigation of serious marine casualties; and
(e) participating in activities of international agencies, in particular, attending committee / sub-committee technical meetings at the International Maritime Organization.

Terms of Appointment

Successful candidates will be appointed on civil service agreement terms for three years. The offer of further appointment is solely at the discretion of Government.\r\nA gratuity may be granted upon satisfactory completion of the agreement with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund scheme, equals to 15% of the total basic salary drawn during the agreement period.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
