Entry Requirements

Candidates should :
(a) have a Diploma or Higher Certificate in relevant disciplines of Information Technology or Multimedia from a Hong Kong polytechnic / polytechnic university or Hong Kong Institute of Vocational Education / technical college / technical institute, or equivalent;
(b) have 4 years’ full-time experience in IT project management / system analysis and design / application programming / system programming / research and development / specialized technical support, which should include at least 1 year’s working experience in handling multimedia related projects;
(c) have met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE) [Please see Note 2], or equivalent;
(d) be able to communicate in Chinese and English; and
(e) have passed a trade test.
Remarks
(1) Candidates are requested to indicate in the section under “Full Employment Record to date” on the application form [G.F. 340 (Rev. 3/2013)] details of their relevant working experience.
(2) For appointment purpose, 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 2' in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

The Contract Senior Technical Officer (Research and Development) is mainly deployed to:
(a) assist in researching and exploring advanced multimedia and learning technologies for training and operations;
(b) assist in exploring opportunities of collaboration with local or overseas enforcement agencies and other research and development institutes on the application of learning technologies in policing context;
(c) assist in planning, managing and implementing “Proof of Concept” project for learning technologies related systems;
(d) set up and operate advanced learning technology systems, and promote their usage;
(e) coordinate multimedia-enabled applications and learning technologies related projects;
(f) assist in promoting greater use of multimedia learning technologies through planning and organizing briefings, road-shows and other events;
(g) provide training in the production of multimedia tools and other learning technologies related training material; and
(h) manage the multimedia production equipment of the Division.

Terms of Appointment

Successful candidate will be offered a non-civil service appointment on contract terms for one year.

Salary and Fringe Benefits

HKD$44,325 per month
Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance. An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity (if granted), plus the Government's contribution to the MPF scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

Applicants should state clearly in their application forms details of their academic qualifications and relevant working experience. Completed application forms, together with copies of (a) certificates and transcripts in support of the academic qualifications; (b) supporting documents of working experience; and (c) supporting documents of level of proficiency in Chinese and English Languages, should reach the below contact address on or before 14.02.2020.
