Entry Requirements

Candidates should have –
(a) a Hong Kong bachelor's degree in Psychology, or equivalent [General Note (2)] ;
(b) a certificate in education from a Hong Kong tertiary educational institution, or equivalent [Note (1)];
(c) a Hong Kong master's degree in Educational Psychology (Professional Practice), or equivalent;
(d) a minimum of six-years' relevant experience after obtaining (a), of which at least three years as an educational psychologist in an educational setting after obtaining (c) [Notes (1) and (2)]; and
(e) met the language proficiency requirements of \"Level 2\" results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [Notes (3)-(5)].

For candidates holding qualifications obtained from academic institutions outside Hong Kong, please attach to their application copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full time/part time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the above documents for all other relevant qualifications obtained as far as possible. For candidates holding local qualifications, please also attach copies of the documents stating the major and minor subjects studied in their degree courses.
Remarks
(1) Candidates who are expected to have fulfilled entry requirements (b) and (d) on or before 3 September 2020 could also apply. However, the offer of appointment is subject to the candidate's fulfillment of ALL entry requirements on or before 3 September 2020.
(2) Candidates should state clearly on the application form the nature and relevancy of the post-degree experience when completing the part of \"Full Employment Record\".
(3) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
(4) 'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.
(5) Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(6) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, candidates for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.
 

Duties

A Specialist (Education Services) I (Educational Psychology) is mainly deployed on the following types of duties-
(a) providing professional assessment to children with learning, emotional and behavioural problems and giving consultation to parents and teachers;
(b) providing professional advice to student guidance personnel, school development officers, other specialists and staff of the teaching force;
(c) supporting and developing schools to cater for student differences;
(d) supporting schools in managing crises and critical incidents;
(e) providing supervision and professional advice to other junior officers, including Specialists (Education Services) II, Inspectors and Assistant Inspectors; and
(f) assisting in planning, benchmarking and quality assurance and leading the research and development of educational psychology service for public sector primary, secondary and special schools.

Terms of Appointment

(i) A new recruit will be appointed on civil service agreement terms for three years. Upon completion of the agreement period, he/she may be considered for appointment on the prevailing permanent terms.\r\n(ii) Civil service vacancies are posts on the civil service establishment. Candidates selected for these vacancies will be appointed on civil service terms of appointment and conditions of service and will become civil servants on appointment.\r\n(iii) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.\r\n(iv) Fringe benefits include paid leave, medical and dental benefits, and where appropriate, assistance in housing.

Salary and Fringe Benefits

Master Pay Scale Point 34 (HK$70,590 per month) to Master Pay Scale Point 44 (HK$105,175 per month) [General Note (1)]

General Notes

(1) The information on the maximum pay point is for reference only and it may be subject to changes.
(2) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. (3) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. (4) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

Completed application forms, together with copies of diplomas/certificates and transcripts in support of the academic qualifications attained, should reach the enquiry address on or before 6 March 2020. Please do not send in any originals of supporting documents. For application by post, the date of the postmark should not be after 6 March 2020. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. II. On-line Application

Only those who passed the recruitment examination will be invited for interview (to be held tentatively in late May 2020). Candidates who are invited to sit for the S(ES)I (EP) Recruitment Examination will receive an invitation by post/email by the end of March 2020. Please ensure that the mailing/email address is properly provided. The Recruitment Examination is tentatively scheduled for April 2020. As it takes time to verify candidates' qualifications, an invitation to the Recruitment Examination does not imply that their qualifications meet the entry requirements of the Specialist (Education Services) I (Educational Psychology) post.
