Entry Requirements

Candidates should have –
(a)(i) a bachelor’s degree from a university in Hong Kong, or equivalent [Note (1)], and four years’ relevant post-academic working experience in aviation (including experience in using programming tools SQL, shell scripts, XML, and php and the candidate should be able to apply the tools to develop Air Traffic Management related software application for message interface/data management); or
(ii) a Corporate Membership of a recognized professional transport, aeronautical, planning or engineering institution, or equivalent; or
(iii) seven years’ relevant experience in aviation including service with an airline or aviation authority, as an operations officer; or
(iv) an International Civil Aviation Organization (ICAO) Contracting State’s Commercial Pilot Licence (CPL) (either in Aeroplane or in Helicopter) with Instrument Rating and a minimum of one year’s commercial transport flying experience after gaining the CPL and have passed the Airline Transport Pilot’s Licence examinations; and
(b) met the language proficiency requirements of Grade C or above in Use of English of the Hong Kong Advanced Level Examination (HKALE) or equivalent and Grade D or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE or equivalent.
Remarks
(1) Preference will be given to candidates with a bachelor’s degree in Computer Science, Computer Engineering, Information Technology, Information Management, Information System, Information Engineering, or related subjects.

(2) Experience in system administration (including version control and user requirements handling), operating and developing software in a Solaris or Linux environment, as well as managing and administrating relational database will be an advantage.
 

Duties

A Contract Project Officer is mainly deployed to –
(a) assist in handling tasks in relation to Three-runway System (3RS) project such as technical study, tender specification development and safety risk assessment to ensure full compliance with the relevant regulatory requirements;
(b) assist in simulation (including Fast Time Simulation) and air traffic data analysis and evaluation projects relating to Interim Two-runway System (I-2RS) and 3RS operation and Greater Bay Area development study;
(c) coordinate with the 3RS project and communicate with stakeholders on collecting relevant user requirements for various systems and to study the impacts of traffic growth on Air Traffic Control operations;
(d) participate in adaptation and enhancement work of different operational systems to provide efficient and effective Air Traffic Control services for the existing runway configuration, I-2RS and 3RS;
(e) provide support on software design, development processes and maintenance of new systems/applications and centralised aeronautical database handled by the 3RS and evaluation team to facilitate transition to the I-2RS and 3RS operations; and
(f) provide support in other activities such as related training on I-2RS and 3RS operational procedures, and systems/database utilisation.

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms up to 31 March 2021. Renewal of contract will be subject to operational needs.

Salary and Fringe Benefits

HK$55,995 per month.
An end-of-contract gratuity may be granted if the contract is completed with satisfactory performance and conduct. Such gratuity, if granted, will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. 14 days’ annual leave and full pay sickness allowance, whereas rest days, statutory holidays, maternity/paternity leave, where appropriate, will be granted in accordance with the provisions in the Employment Ordinance.
