Salary History

Entry Requirements

Candidates should have-

(a) a valid Certificate of Competency (Deck Officer) Class 1 (Master Mariner) issued by the Director of Marine, or equivalent;
(b) at least one year’s experience
(i) as a senior sea-going officer with a recognised shipping company, or
(ii) in a training capacity in the maritime industry;
(c) 10 years’ experience in administrative, ship husbandry, navigation or seamanship training including small ship handling [Note 1];
(d) a good record of service and proven leadership qualities;
(e) command experience, preferably in small ships;
(f) navigation experience and knowledge of modern computer aided equipment; and
(g) met the language proficiency requirements of Level 2 [Note 2] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or Hong Kong Certificate of Education Examination, or equivalent; and be able to speak fluent Cantonese and English.

[Note (1) Applicants who expect to attain the requisite working experience by March 2020 may also apply; if selected, appointment will be subject to their obtaining the requisite working experience by the time of appointment.

Note (2) For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.]

Duties

A Chief Inspector of Police (Specialist) [Assistant Force Training Officer, Navigation and Seamanship, Marine Police Training School] is primarily responsible for the efficient running of all navigation and seamanship related courses held at Marine Police Training School, and for the administration, supervision and implementation of examinations for such courses. The main duties include -

(a) supervising the functions of Navigation & Seamanship Section as well as conducting examinations for related courses;
(b) updating Marine Police Manual (Volume I, II, III & V) and the Force Training Directory in Training Management System as well as preparing lesson plans, training notes and syllabi for related training courses regarding navigation and seamanship;
(c) ensuring that navigation and seamanship instructors are maintaining a level of nautical knowledge commensurate to their duty assignments as well as producing training aids and e-Learning packages in concert with visual aids staff;
(d) ensuring the safe and efficient operation of launches and vessels used for training; and
(e) liaising with external organizations and other Government Departments with regard to the training of Marine Region personnel where relevant.

(Note: May be required to wear uniform, work shifts and / or irregular hours and work in an area outside the HKSAR.)

Terms of Appointment

New recruit(s) will be appointed on civil service agreement terms for three years, and may be considered for appointment on the prevailing permanent terms upon satisfactory completion of the agreement terms.

Salary and Fringe Benefits

Police Pay Scale Point 43 (HK$91,615 per month) to Police Pay Scale Point 48 (HK$110,110 per month)
