Entry Requirements

Candidates should:
(a) have a degree in mass communication/public relations/journalism or political science/sociology or other related disciplines from a Hong Kong university, or equivalent;
(b) have at least 15 years of full-time working experience in the area of mass communication/public relations/journalism or related fields;
(c) have excellent communication and presentation skills and be able to communicate effectively (both written and spoken) with internal and external stakeholders;
(d) have excellent understanding of community affairs;
(e) have excellent writing proficiency in English and Chinese, be fluent in spoken English and Cantonese; and
(f) be mature, self-motivated and able to work independently; and prepared to work long or irregular hours.

Duties

Main duties of the Senior Manager (Communications and Engagement) are:
(a) to support in communications and external engagement efforts in order to better understand the community’s expectation on the civil service, to promote the work and positive image of the civil service, and to engage widely external stakeholders in the community in exchanging experiences in modern human resources (HR) system and practices;
(b) to assist in developing a comprehensive and holistic communications and external engagement strategy to engage stakeholders in the business, professional and labour sectors, the communications and media sector, and the general community, etc. on HR and civil service-related matters, and to spearhead its execution and implementation;
(c) to assist in the liaison with external stakeholders to take forward CSB’s projects involving the participation of private and non-government sectors;
(d) to oversee the use of social media platforms;
(e) to perform other duties as required.

Terms of Appointment

The successful candidate will be appointed on non-civil service contract terms for about two years and is expected to assume duty in the third quarter of 2020.

Salary and Fringe Benefits

$118,000 to $126,000, depending on academic or professional qualifications and relevant working experience.
In addition to general holidays, maternity/paternity leave and sickness allowance, 14 days’ paid annual leave will be granted under a continuous contract of employment for every 12 months. An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. This gratuity, if granted, plus the Government’s contributions to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. (g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/ Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
