Entry Requirements

(a) (i) have a Master degree in Public Health, Epidemiology and Biostatistics, Infection Control or Statistics from a Hong Kong university, or equivalent; or
(ii) have a postgraduate diploma in Public Health, Epidemiology and Biostatistics, Infection Control or Statistics from a Hong Kong university, or equivalent, with 2 years’ relevant full time post qualification working experience;

(b) in addition to requirement (a), another 2 years of relevant full time post qualification working experience in conducting epidemiology survey and / or research design, risk communication, database management and data analysis, statistical programming, management of information system and large databases is preferred;

(c) meet the Language Proficiency Requirement:
(i) Level 3 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE) or Hong Kong Diploma of Secondary Education Examination (HKDSEE) or equivalent [Remark(1)]; or
(ii) have (1) Chinese Language and Culture or Chinese Language and Literature and (2) Use of English at “Grade E” or above in the Hong Kong Advanced Level Examination (HKALE), or equivalent; and

(d) be able to speak fluent Cantonese and English.
1. For appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth;
2. Candidates with knowledge and experience in the use of statistical computing techniques and application of statistical packages such as R, STATA and SPSS are preferred;
3. Candidates invited for the selection interview will be required to take a written test;
4. May be deployed to positions for handling duties related to COVID-19 or Antimicrobial Resistance;or
5. May be required to work shift and irregular hours.


Duties (related to COVID-19):
(a) Provide professional inputs on the development of protocol on coding system and updating of database system;
(b) Update and maintain various databases, including the home quarantine programme for COVID-19 / public health studies / specimen testing statistics / outgoing calls statistics;
(c) Compile statistical reports and perform statistical analysis, and prepare updated summary / report / information briefs for management;
(d) Collate relevant figures and conduct review and evaluation for the home quarantine programme, and conduct literature research on the practice of home quarantine in overseas' countries; and
(e) Carry out planning and design of service improvement projects / assessments / studies for the emergency hotline service for COVID-19, and extract information from indexing system for issuing call record forms.

Duties (related to Antimicrobial Resistance):
(a) Provide research and statistical support in development of Antimicrobial Resistance (AMR) surveillance platform and applying surveillance data into research and statistical modelling;
(b) Perform literature review and scientific planning and design of developing surveillance systems for collecting different sources of surveillance data under One Health framework;
(c) Keep latest update of scientific evidence and international practice of AMR and antimicrobial use (AMU) surveillance for informing the planning and operation of AMR surveillance;
(d) Keep surveillance of AMR and / or AMU and perform scientific analysis and reporting of results; and
(e) Suggest and / or carry out scientific studies on AMR / AMU surveillance and prepare surveillance reports and scientific papers.

Terms of Appointment

Successful candidates will be appointed on non-civil service terms from six to 12 months. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

HK$40,515 - HK$44,555 per month, depending on relevant qualification and experience
Candidates appointed for a contract period of less than 12 months, the paid annual leave entitled will be calculated on a pro-rata basis based on 14 days' paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), annual leave, maternity leave / paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap. 57).
