Entry Requirements

(a) A bachelor’s degree in information technology (IT) from a university in Hong Kong, or equivalent;
(b) At least 15 years of post-qualification full-time working experience in the IT field with at least 10 years at managerial level;
(c) Strong technical knowledge in mobile app development, design and operation of computer systems, as well as in Wi-Fi service provision;
(d) Strong leadership, analytical, coordination and interpersonal skills;
(e) Ample managerial experience in working with multiple operational teams;
(f) Self-motivated and able to handle multiple tasks and work independently under pressure and tight schedule;
(g) Good command of written and spoken Chinese and English; and
(h) Practical experience in government procedures and operations would be an advantage but not a prerequisite.

Duties

(a) To assist in the day-to-day administration of support activities for the compulsory home quarantine arrangements;
(b) To assist in coordination of activities among various teams involved in home quarantine support;
(c) To plan and manage the promotional and related activities for “Wi-Fi.HK”;
(d) To manage and supervise a section / team in carrying out duties and responsibilities under its purview; and
(e) To perform any other duties as assigned

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms for a period of 12 months.

Salary and Fringe Benefits

HK$117,580 per month
(a) An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity, when added together with the Government’s contribution to a Mandatory Provident Fund scheme in respect of the appointee as required by the Mandatory Provident Fund Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Candidate appointed is eligible for 14 days’ paid annual leave. Other fringe benefits, where appropriate, will be granted in line with the provisions of the Employment Ordinance and the employment contract.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should refer to “How to Apply” and submit the supporting documents as required.

How to apply

Applicants MUST apply on-line through the Civil Service Bureau’s website at www.csb.gov.hk on or before 14 August 2020 (Friday) at 6:00 p.m. Hong Kong Time. Applications submitted by hand, fax, e-mail, or post will not be accepted. If applications are late or incomplete, such applications will not be accepted.

In addition, applicants MUST also submit copies of documentary proof of academic qualifications and working experience (e.g. reference letter) together with a resume listing the job titles held and a brief description of major duties as well as managerial duties of each of the listed jobs on or before 14 August 2020 (Friday) at 6:00 p.m. Hong Kong Time through the GovHK’s website at https://eform.one.gov.hk/form/ogc013/.

If the required supporting documents are not submitted, or are not submitted through the designated GovHK’s website, or are submitted after 14 August 2020 at 6:00 p.m. Hong Kong Time, or are insufficient, such applications will not be accepted.

Upon successful completion of the on-line application through the Civil Service Bureau’s website, applicants will receive an on-line application number and an acknowledgement of receipt electronically. For on-line submission of supporting documents through the GovHK’s website, applicants will receive an acknowledgement of receipt through the e-mail address they provided after successful completion of submission.

Applicants who are selected for interviews will normally receive an invitation in about six to ten weeks from the closing date for application. Longer time may be required under certain circumstances, e.g. when a large number of applications are received. Those who are not invited for interviews may assume that their applications are unsuccessful. An invitation to the interview does not imply that the applicant’s qualifications meet the entry requirements of the post he / she has applied for. Applicants should note that the selection interviews will be conducted in Hong Kong only.
