Entry Requirements

(a) A bachelor’s degree from a university in Hong Kong, or equivalent;
(b) At least 10 years of post-qualification full-time working experience in human resources and office management including payroll administration in sizable organisations with at least five years at supervisory level;
(c) An independent, well-organised and detail-oriented person with strong analytical and communication skills;
(d) An effective leader and problem solver with self-motivation and able to handle multiple tasks under pressure and tight schedule;
(e) Good command of written and spoken Chinese and English;
(f) Proficiency in the application of common business software including Microsoft Word and Excel; and
(g) Previous experience in working in government bureaux or departments or statutory bodies will be an advantage.

Duties

(a) To undertake managerial role in overseeing the general executive support to COVID-19 home quarantine operations, operations of COVID-19 functional centres / offices and related operations at other designated locations as well as staff supervision;
(b) To oversee and manage the provision of support for a wide range of executive functions such as human resources management including staff roster planning, general administration and procurement matters, control of stores and inventories, handling of complaints and enquiries;
(c) To carry out liaison work and provide coordination support in connection with the day-to-day operation and administration of functional centres / offices with altogether 300 staff providing services in various centres / offices;
(d) To oversee financial resources management, budgetary control and payroll administration of the centres / offices and related operations;
(e) To execute and improve control measures on work quality, compile statistical returns, conduct analysis and prepare management reports; and
(f) To perform any other duties as assigned.

(Remarks: May be required to –
(a) work on Saturdays, Sundays and public holidays on rotation basis; and
(b) perform duties at various centres for home quarantine measures.)

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms for a period of 12 months.

Salary and Fringe Benefits

HK$52,000 per month
(a) An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity, when added together with the Government’s contribution to a Mandatory Provident Fund scheme in respect of the appointee as required by the Mandatory Provident Fund Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Candidate appointed is eligible for 12 days’ paid annual leave. Other fringe benefits, where appropriate, will be granted in line with the provisions of the Employment Ordinance and the employment contract.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. To facilitate assessment / verification of academic qualifications attained, applicants who are selected for interviews will be requested to submit copies of transcripts / certificates in support of their academic qualifications at the time of interviews. Copies of supporting documents for academic qualifications are not required at this stage of application.
(h) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

How to apply

Applicants MUST apply on-line through the Civil Service Bureau’s website at www.csb.gov.hk on or before 21 August 2020 (Friday) at 6:00 p.m. Hong Kong Time. Applications submitted by hand, fax, e-mail, or post will not be accepted. If applications are late or incomplete, such applications will not be accepted.

In addition, applicants MUST also submit copies of documentary proof of working experience (e.g. reference letter) together with a resume listing the job titles held and a brief description of major duties as well as supervisory duties of each of the listed jobs on or before 21 August 2020 (Friday) at 6:00 p.m. Hong Kong Time through the GovHK’s website at https://eform.one.gov.hk/form/ogc006/.

If the required supporting documents are not submitted, or are not submitted through the designated GovHK’s website, or are submitted after 21 August 2020 at 6:00 p.m. Hong Kong Time, or are insufficient, such applications will not be accepted.

Upon successful completion of the on-line application through the Civil Service Bureau’s website, applicants will receive an on-line application number and an acknowledgement of receipt electronically. For on-line submission of supporting documents through the GovHK’s website, applicants will receive an acknowledgement of receipt through the e-mail address they provided after successful completion of submission.

Applicants who are selected for interviews will normally receive an invitation in about six to ten weeks from the closing date for application. Longer time may be required under certain circumstances, e.g. when a large number of applications are received. Those who are not invited for interviews may assume that their applications are unsuccessful. An invitation to the interview does not imply that the applicant’s qualifications meet the entry requirements of the post he / she has applied for. Applicants should note that the selection interviews will be conducted in Hong Kong only.
