Entry Requirements

Candidates should have-

(a) a bachelor degree preferably in social sciences, journalism, communication, marketing, public administration or other related disciplines from a Hong Kong university, or equivalent; and a minimum of five years’ full-time post-qualification working experience;
(b) at least four years of research experience in the area of public policies with good track records [See Note (1)];
(c) excellent communication, organisational and presentation skills, self-motivation, ability to work independently and responsibly;
(d) good understanding of the government system and community affairs; experience in liaising with community/ youth organisations would be an advantage;
(e) effective research skills, including the use of online resources; experience in writing up research reports would be an advantage;
(f) good knowledge in social media platforms and research tools; experience in managing social media accounts/page of public/corporate organisations would be an advantage; and
(g) good command of spoken and written English and Chinese, with Level 3 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (2)].

Note 1:
Candidates should state in detail their work and research experience in the application form.

Note 2:
“Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

1. To undertake research and prepare research papers on public policies;
2. To draft articles and speeches;
3. To draft replies to public enquiries;
4. To manage social media platform;
5. To assist in the conduct of community engagement exercises;
6. To assist in liaising with Government bureaux/ departments, community organisations, and other stakeholders, as appropriate; and
7. To perform any other duties as assigned by supervisors.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms up to 30 June 2022.

Salary and Fringe Benefits

$67,295 per month
(a) A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period.
(b) In addition to statutory holidays, 12 days paid annual leave, maternity/paternity leave, and sickness allowance will be granted to the candidates. Details of which will be confirmed at the time of the offer of appointment.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application Forms [G.F.340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

Completed application form, together with a cover letter, a resume showing detailed job descriptions of all current and previous employment and research experience, and a copy of academic/professional qualifications, relevant certificates and official transcripts of studies, should reach the enquiry address indicated below by post on or before the closing date (the postmark date on the envelope will be regarded as the date of application).

Candidates should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting to avoid unsuccessful delivery of application.
