Entry Requirements

Candidates must be permanent residents of the HKSAR at the time of appointment. They should have –

(1) a Bachelor’s degree from a Hong Kong university, or equivalent;
(2) at least 15 years of postgraduate work experience including at least five years holding a senior administrative and managerial position in a sizable organization in the public, private or non-profit making sectors;
(3) strong leadership skills to effectively head a department with around 500 staff;
(4) good communication and interpersonal skills, and ability to deal effectively with a wide spectrum of people;
(5) the political acumen to recognise, give appropriate weight to and manage political sensitivities adeptly;
(6) ability to plan innovatively and provide strategic vision in the management of resources; and
(7) strong command of English (all things being equal, preference would be given to candidate who is also proficient in the Chinese language).

Candidates who are a qualified legal practitioner (barrister or solicitor) in Hong Kong / recognised jurisdictions; or a certified public accountant or fellow of the Hong Kong Institute of Certified Public Accountants, or equivalent, will be an advantage. Preference will also be given to candidates with experience in company secretarial field and the operational aspects of the delivery of service to the public.
Remarks
Basic Law Knowledge Assessment – For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs, including the R of C post, will be assessed on their BL knowledge. Result of the BL test will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

The R of C is the head of the Companies Registry and is responsible for -

(1) the planning and management of the overall operation of the Companies Registry;
(2) formulation of policies on the Registry’s operation, business and future development;
(3) provision of efficient and cost-effective services for the incorporation of companies, the registration of documents and the provision of company information to the public;
(4) the administration and enforcement of the licensing regimes for money lenders and trust and company service providers, including the enforcement of anti-money laundering and counter-terrorist financing requirements; and
(5) the administration, enforcement and review of the Companies Ordinance, as well as other existing and new ordinances and regulations, falling within the purview of the Companies Registry from operational and enforcement perspectives.

Terms of Appointment

The successful candidate will be appointed on civil service agreement terms for three years, which is renewable at the Government’s discretion.

Salary and Fringe Benefits

Directorate Pay Scale Point 4 (HK$236,650 to HK$251,100) per month
The package includes vacation leave with leave passage allowance, medical and dental benefits, housing benefits (subject to the eligibility criteria stipulated in the relevant civil service regulations) and other benefits commensurate with a position of such seniority. The appointee will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap. 485) and will be required to make employee’s contribution to a Mandatory Provident Fund (MPF) scheme.

Upon satisfactory completion of the agreement, the appointee will be eligible for an end-of-agreement gratuity which, when added together with the Government’s contribution to the MPF scheme, equals 15% of the total basic salary drawn as R of C during the agreement period.

(6) For qualifications awarded by local institutions / Hong Kong Examinations and Assessment Authority, copies of the relevant qualification documents are not required to be submitted at this stage of application. For holders of academic qualifications obtained from institutions outside Hong Kong, they should submit photocopies of the official transcripts / diplomas / certificates or other relevant documents together with the completed G.F. 340 to the address under “How to Apply”, and their qualifications will be subject to assessments on equivalence with the required entry qualifications.
