Entry Requirements

Applicants should: –
(a) be Corporate Members of the Hong Kong Institution of Engineers (in either Electrical or Building Services Discipline) elected after 5 December 1975, or equivalent;
(b) have at least three years’ full-time post-qualification experience related to design, construction, maintenance, upgrading, procurement and management of contracts for building services installations and / or fixed electrical installations;
(c) preferably with experience in installation of EV charging facilities and building alterations and additions works, but not a must;
(d) preferably have met the language proficiency requirements of Level 4 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination (HKDSE), or equivalent; and
(e) preferably be Registered Professional Engineers registered under the Engineers Registration Ordinance and / or Registered Electrical Workers registered under the Electricity (Registration) Regulations and / or Registered Energy Assessor registered under the Buildings Energy Efficiency Ordinance.

Duties

(a) To resolve technical issues relating to installation of EV charging-enabling infrastructure (“EVCEI”) in car parks of existing private residential buildings under the EV-charging at Home Subsidy Scheme (“EHSS”) by liaising with relevant Government departments, organisations and trade bodies, and the power companies;
(b) To monitor the work of consultants employed by applicants of EHSS to ensure that the design and works specifications of the EVCEI prepared by the consultants are in compliance with the “Design Guidelines for EVCEI under the EHSS” and “Guidance on Preparation of Specifications for Employment of Consultants and Contractors for Installation Works under the EHSS” issued by the Environmental Protection Department, in order to avoid unnecessary works which will result in a higher cost of installation or omission of works which might result in unnecessary variation of orders of the works contract;
(c) To vet and approve works specifications and tender documents of installation works of EVCEI submitted by applicants of the EHSS;
(d) To attend opening of tenders for engagement of consultants and contractors for installation of EVCEI arranged by applicants of EHSS as an independent observer;
(e) To monitor progress of EVCEI installation works, and verify acceptance of satisfactory completion of the EVCEI installation works for recommending release of subsidies to applicants of the EHSS; and
(f) To carry out other duties which are relevant to implementation of the EHSS.

Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department. The successful candidates may be required to (a) work irregular hours and overtime, including evenings, weekends and public holidays; and (b) work outdoors.

Terms of Appointment

The successful candidate will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

HK$73,775 per month
14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.
