Have you ever wondered about the various landscape designs that are concealed in the streets and buildings we walk past every day? As enthusiasts of nature and design, Irene and Jason chose to become landscape architects at the Development Bureau for one goal: to promote health and environment protection and develop a green city.

In addition to taking care of plants and flowers, landscape architects also need to know how to balance citizens’ livelihoods with urban planning while also taking account of the mode of operation of various departments. Furthermore, they must consider the impact that the passage of time has on the environment.

The work of a landscape architect is rather challenging because each and every plant or tree should be carefully considered.

Entry Requirements

Candidates should (a) possess Professional Membership of the Hong Kong Institute of Landscape Architects (HKILA) (elected on or after 1 January 1997), or revalidated by the HKILA if elected before 1 January 1997, or equivalent; and be Registered Landscape Architect of the Hong Kong Landscape Architects Registration Board [See Note (1)]; (b) have at least one year’s appropriate post-qualification experience [See Note (1)]; (c) have a pass result in the Aptitude Test in the Common Recruitment Examination (CRE); (d) have met the language proficiency requirements of Level 1 in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent [See Note (2)]; and (e) a pass result in the Basic Law test [see Note (3)].
Remarks
(1)Candidates who are expected to meet the entry requirements (a) and (b) on or before 31 May 2022 may also apply. However, they will only be considered for appointment subject to their successful registration as Registered Landscape Architect by the Hong Kong Landscape Architects Registration Board and meeting the entry requirements. Other qualifications required should be obtained on or before the closing date for application.
(2)The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.
Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(3)All applicants for civil service jobs will be assessed on their Basic Law knowledge. A pass result in the Basic Law Test is an entry requirement for civil service jobs requiring degree/professional qualifications. Only those candidates who have passed the Basic Law Test will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in Basic Law Test. The Basic Law Test result will also constitute an appropriate weighting in a candidate’s overall assessment.
For candidates who have not taken the Basic Law Test or have not attained a pass result in the Basic Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the Basic Law Test during the recruitment process.
 

Duties

A Landscape Architect is mainly deployed on (a) preparing landscape master plans, detailed plans, and planting plans to utilize open spaces in public housing developments under the Housing Authority, or for other government departments; (b) advising on landscape design and administrative control matters relating to landscape matters in public housing developments; (c) providing professional support and advice on matters relating to greening, landscape planning and design, landscape management and vegetation management in public housing developments, and other government departments; (d) managing consultants and co-ordinating works relating to landscape matters in public housing developments; and (e) supervising supporting staff including technical staff, horticultural site staff, and graduate trainees.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
