Entry Requirements

Candidates should have -
(a) a bachelor degree from university in Hong Kong, or equivalent;
(b) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note (i)];
(c) at least eight years’ working experience after obtaining the degree;
(d) at least six years of experience in work related to general administration or management work within the government (including three years at managerial level preferred);
(e) a good command of spoken and written English and Chinese;
(f) knowledge of common office applications including English and Chinese Word Processing, Excel and Powerpoint; and
(g) preferably a fair understanding of the operation of the Planning Department.
Remarks
(i) For the purpose of appointment of non-civil service contract staff, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. (ii) Interested candidates should provide a cover letter of around 300 words in English on the reason(s) for application for the post, and with a full curriculum vitae specifying the relevant academic qualification(s) attained, the job title(s) held in the respective organisation(s), as well as detailed job descriptions of all current and previous employment, especially those related to the requirements of this post.
 

Duties

(a) To handle general office administration and management duties, such as dealing with accommodation, records management, procurement and stores matters, finance and accounts matters, complaints management etc.;
(b) To provide support in human resources management and personnel functions in relation to recruitment and appointment, and to handle related enquiries and complaints;
(c) To assist in providing secretariat support to relevant committees/working groups;
(d) To supervise the work of clerical staff in the work pertaining to general administration and/or appointment and personnel functions;
(e) To compile and analyse data relating to the above functions and prepare the relevant returns; and
(f) To carry out any other duties as assigned.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

$58,635 per month
An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

Application forms (G.F. 340 (Rev. 3/2013)) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk). Completed application forms together with cover letters, detailed resumes, copies of certificates of academic qualifications and documentary proof of working experience submitted in person or by post should reach the enquiry address on or before the closing date for application. Please specify the title of the post being applied for on the envelope. The postmark date on the envelope will be regarded as the date of application. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.
