Entry Requirements

Candidates should -

(a) be Certified Public Accountants of the Hong Kong Institute of Certified Public Accountants, or equivalent;
(b) have at least 1 year’s relevant post-qualification experience ( please furnish DETAILS OF THE JOB DUTIES for post-qualification experience under “Nature of Work” of the section “Full Employment Record to date”);
(c) have a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [Note 1];
(d) have met the language proficiency requirements of Level 2 in the Use of English paper and Level 1 in the Use of Chinese paper in the CRE, or equivalent [Note 1]; and be able to speak fluent Cantonese and English; and
(e) have a pass result in the Basic Law Test (BLT) [Note 2]

Recruitment Examination : Candidates are required to pass a written examination to be held tentatively on 3 July 2022 in Hong Kong [Note 3] before they will be further considered for selection interviews. The written examination is an English essay-type writing paper which aims at assessing candidates’ proficiency in written communication and organisation abilities.
As it takes time to process all applications, an invitation to the written examination does not imply that the candidate’s qualifications meet the entry requirements of the post of Treasury Accountant.
Remarks
Note 1 : Candidates’ results in the Aptitude Test (AT) paper are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. The following examination results are accepted as equivalent to Level 2 in the UE paper of the CRE: (a) Level 5 or above in English Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); (b) Grade C or above in Use of English of the Hong Kong Advanced Level Examination (HKALE) or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level); or (c) an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS), and the IELTS test result must be valid on any date during the application period (i.e. from 13 May 2022 to 27 May 2022). The following examination results are accepted as equivalent to Level 1 in the UC paper of the CRE: (a) Level 4 or above in Chinese Language of the HKDSEE; or (b) Grade D or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE.

Note 2 : All applicants for civil service jobs will be assessed on their Basic Law knowledge. A pass result in BLT is an entry requirement for civil service jobs requiring degree / professional qualifications. Only those candidates who have passed BLT will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in BLT. The BLT result will also constitute an appropriate weighting in a candidate’s overall assessment. For candidates who have not taken BLT or have not attained a pass result in BLT at the time of application, they may still apply for the job and arrangements will be made for them to take BLT during the recruitment process.

Note 3 : All candidates must follow the prevailing anti-epidemic measures, including but not limited to compliance with the prevailing ‘Vaccine Pass’ requirements and use of the "LeaveHomeSafe" mobile app for entering the examination venues.

Note 4: The following applications will NOT be considered: (a) the applicant does not possess the entry requirements (including the CRE and BLT requirements and professional qualifications); (b) the application and/or the required supporting documents are incomplete or not received by the Treasury on or before the deadline; or (c) the application is submitted by fax or e-mail.

Candidates who are invited to the written examination will normally receive an invitation in about four weeks from the closing date for application. If the written examination is rescheduled for any reasons, we will make relevant announcement on our website and inform candidates concerned of the new arrangements by letters within two weeks before the examination. Those who are not invited to the written examination may assume that their applications are unsuccessful. As invitations will be issued by post and by e-mail, applicants should provide accurate correspondence address and e-mail address and ensure that their e-mail accounts can receive incoming e-mails properly. Applicants should closely keep track of the progress of the recruitment exercise which will be available on http://www.try.gov.hk.

 

Duties

A Treasury Accountant is mainly deployed to various bureaux/departments to perform professional duties such as financial accounting, cost and management accounting, system development, internal audit, investigatory accounting, loan/fund management, financial monitoring and management of subvention/funding schemes etc.

Terms of Appointment

New appointees will be appointed on civil service probationary terms for three years. Upon passage of the probation bar, the officer may be considered for appointment on the prevailing permanent terms.

Master Pay Scale Point 30 ($64,270) to Master Pay Scale Point 44 ($110,170) per month

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the specified address above.

Application must be made on prescribed application form [G.F. 340 (Rev. 3/2013)] obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Completed application form, together with copies of (i) letter on results of CRE and results of equivalent examinations, if applicable [Note 1]; (ii) letter on result of BLT; and (iii) certificates of professional qualifications, should be forwarded by post or by hand to the address below on or before the closing date for application. Please mark “Application for Treasury Accountant” on the envelope. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. The postmark date on the envelope will be regarded as the date of submission of application. An acknowledgement receipt will be sent to the applicant by post.
