Entry Requirements

Candidates should have
(a) a Diploma/Higher Certificate in Valuation and Property Management from a Hong Kong polytechnic university/polytechnic or the Hong Kong Institute of Vocational Education or a technical college/technical institute, or equivalent [Note (1)] ; and
(b) met the language proficiency requirements of “Level 2” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE) [Note (2)], or equivalent.
Remarks
(1) Candidates without the requisite academic qualification stated in entry requirement (a) above, but who are undergoing studies with a view to obtaining the requisite qualification in the 2021/22 academic year may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification within the 2021/22 academic year.
(2) For non-civil service appointment purpose, “Grade C” and “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” and “Level 2” respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

An Estate Assistant will work in the Lands Department and, depending on their posting, may be required to discharge responsibilities relating to land administration, such as –
(a) assisting in work associated with land acquisition, land disposal, lease enforcement, land management, short term tenancy letting and waiver applications, etc.;
(b) carrying out site inspections and preparing inspection reports;
(c) checking land status and scrutinising building plans;
(d) analysing land/property transactions and compiling reports; and
(e) preparing draft valuation and assessment reports, tenancy agreements and lease conditions.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

HK$19,930 per month
(a) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted on terms no less favourable than the provisions of the Employment Ordinance.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the contact address.

(a) Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
(b) Completed application forms, together with photocopies of certificates and transcripts in support of academic qualifications, should reach the contact address stated below on or before the closing date for applications with the envelope clearly marked “Application for the post of Estate Assistant”.
(c) Online application can be made through the Civil Service Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit photocopies of their certificates and transcripts in support of academic qualifications with the envelope clearly marked “Application for the post of Estate Assistant” within one week after the closing date for applications to the contact address stated below. The online application number should be quoted on the envelope and on every page of the copies of supporting documents.
(d) Applications which are incomplete, late or submitted by fax or e-mail, not duly signed or not made in the prescribed form [G.F. 340 (Rev. 3/2013)] will NOT be considered. If the required supporting documents are not provided, insufficient or are submitted after the above specified dates, such applications may NOT be considered.
(e) If the application is submitted by post, the postmark date on the envelope will be regarded as the date of submission of the application form and copies of the supporting documents. This department will not accept any unpaid or underpaid mail items. Applicants should ensure that sufficient postage is paid to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of in accordance with the established procedures of the Hongkong Post.
(f) Candidates who are selected for interview will normally receive an invitation in about 10 to 12 weeks from the closing date for application. This period may be longer in exceptional circumstances when a large number of applications are received or when there are other complications. Invitations may be issued by email. Applicants are encouraged to provide their personal Internet e-mail addresses on their application forms. Those who are not invited for interview may assume that their applications are unsuccessful.
