Entry Requirements

Candidates should have :

(a) a Master or higher degree in Statistics from a university in Hong Kong, or equivalent;

OR

(b) (i) a first or second class honours degree in Statistics from a university in Hong Kong, or equivalent; or
(ii) been designated as Graduate Statistician of the Hong Kong Statistical Society, or equivalent; and
(iii) a Master or higher degree in Mathematics, Economics, Sociology, or a related field from a university in Hong Kong, or equivalent;

OR

(c) (i) a first or second class honours degree in Statistics from a university in Hong Kong, or equivalent; or
(ii) a first or second class honours degree with Statistics as one of the subjects taken, in Mathematics, Economics, Sociology, or a related field from a university in Hong Kong, or equivalent; or
(iii) been designated as Graduate Statistician of the Hong Kong Statistical Society, or equivalent; and
(iv) at least two years’ post-graduate experience at an appropriate level of responsibility in statistics-related work;

AND

(d) a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE); and

(e) met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent.
Remarks
(1) Candidates’ results in the AT paper are classified as Pass or Fail. The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
(2) For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE.
Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period, i.e. 29 November 2019 to 12 December 2019.
(3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
(4) Candidates are required to sit for a written examination in Hong Kong (tentatively to be held on 18 January 2020, subject to confirmation later). The result of the written examination will be used for screening in candidates for selection interview.
(5) Applicants who do not possess the requisite qualification by the close of the application period, i.e. 12 December 2019, are regarded as not having met the entry requirements. However, current final year postgraduates who have sat/will sit for the CRE may also apply; if selected, appointment will be subject to their obtaining the required academic qualifications within 2019/20 academic year and meeting the language proficiency and aptitude test requirements.
 

Duties

Mainly deployed on :
(a) taking charge of a section of the department (or an equivalent set-up in another department) to coordinate, review and integrate statistical processes undertaken by the section;
(b) developing, organising and implementing statistical projects/systems under the guidance of a Senior Statistician;
(c) conducting statistical analyses and presenting statistical outputs;
(d) undertaking researches on key statistical issues as directed by a Senior Statistician;
(e) addressing the needs of users of statistics and advising them on the interpretation and application of statistical data for policy formulation, planning and decision making; and
(f) supervising and providing professional guidance and coaching to statistical staff.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates in person or by post to the below enquiry address.

(a) Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
(b) For application submitted in person or by post, completed application forms [G.F. 340 (Rev. 3/2013)], together with copies of documents in support of academic qualifications (including results achieved in Chinese and English languages), technical qualifications and working experience (if applicable), should reach the below enquiry address on or before 12 December 2019. Please specify on the envelope “Application for the post of Statistician”.
(c) On-line application can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit copies of documents in support of academic qualifications (including results achieved in Chinese and English languages), technical qualifications and working experience (if applicable) on or before 19 December 2019 to the below enquiry address, and the on-line application number should be quoted on the envelope and the copies of supporting documents.
(d) For submission of the application and/or the supporting documents by post, the postmark date(s) on the envelope will be regarded as the date of application and/or submission of supporting documents. To avoid unsuccessful delivery of mail items, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been paid before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. An applicant will bear any consequences arising from not paying sufficient postage.
(e) If applications are late or incomplete, or not made in the prescribed form, or submitted by fax or e-mail, or without copies of the relevant supporting documents, or if the relevant supporting documents are received after the above specified dates or are insufficient, such applications will NOT be considered.
(f) Current final year postgraduates should state in their applications the qualifications they would attain on completion of the final examination.
