Entry Requirements

Candidates should have –
(a) a Hong Kong bachelor's degree in Chinese, or equivalent;
(b) a certificate in education from a Hong Kong tertiary educational institution, or equivalent;
(c) four years' relevant post-degree experience, with preference given to those with experience in teaching Chinese as a second language [See Note (1)]; and
(d) met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [See Notes (2) - (5)].

Candidates should be responsible, self-motivated and enthusiastic; have a fine character and integrity; be committed to serve in the education field; and be able to communicate effectively in Chinese and English.

For candidates holding qualifications obtained from academic institutions outside Hong Kong, please attach to their application copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full-time/part-time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the above documents for all other relevant qualifications obtained as far as possible. For candidates holding local qualifications, please also attach copies of the documents stating the major and minor subjects studied in their degree courses and/or relevant subject training.
Remarks
(1) Candidates should state the nature and relevancy of the post-degree experience.
(2) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
(3) 'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.
(4) Candidates who do not possess the requisite CRE results, or equivalent, but have filed an application for the coming CRE to be held on 14 December 2019 in Hong Kong may also apply. Their applications will be processed subject to their obtaining the requisite CRE results in the aforesaid examination. Candidates should indicate that they have filed an application for the concerned CRE under the column of \"Academic Attainment (I) Public Examination Results\" in their Application Forms [G.F.340 (Rev. 3/2013)]. As the Education Bureau will request the concerned candidates to update their latest CRE results by email in early January 2020, candidates should ensure that their email address provided on the application form is accurate and should pay attention to the relevant email (if applicable). If the concerned candidates have not received the email from the Education Bureau requesting their provision of the latest CRE results, please contact the Appointments and Personnel Section of the Education Bureau by 15 January 2020 (Telephone No.: 2892 6175 or 2892 5705).
(5) Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(6) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, candidates for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.
(7) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. Duties

Assistant Inspectors (Graduate) are mainly deployed on the following types of duties :
(a) conducting quality assurance inspection;
(b) assisting in professional training and development of educational professionals;
(c) assisting in curriculum development and review;
(d) provision of school-based support and school development;
(e) monitoring and provision of special education services; and
(f) assisting in formulation and implementation of other education policies.

Appointees are subject to posting to meet operational needs. Apart from posts in the subject streams they apply for, they may also be deployed to fill posts in the Generalist stream or other related disciplines.

Terms of Appointment

A new recruit will be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 23 (HK$44,325 per month) to Master Pay Scale Point 33 (HK$70,090 per month) [See General Note (6)]

General Notes

(1) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. (2) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(9) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Application Forms [G.F.340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's [CSB] website (http://www.csb.gov.hk).

Completed application forms, together with copies of diplomas/certificates and transcripts in support of the academic qualifications attained, should reach the following enquiry address on or before 27 December 2019. Please do not send in any originals of supporting documents. For application by post, the date of the postmark should not be after 27 December 2019. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Candidates will bear any consequences arising from paying insufficient postage. Candidates should state clearly the post they apply for, e.g. \"Application for the post of Assistant Inspector (Graduate) [Post (C) Chinese Language Education]\" on the application form and the envelope. Candidates who wish to be considered for more than one post should submit separate application for each of the post.

II. On-line Application
On-line application can also be made through the CSB's website (http://www.csb.gov.hk). Candidates who apply on-line should submit copies of their diplomas/certificates and transcripts by hand or by post on or before 6 January 2020 to the following enquiry address. On-line application number should be quoted on the envelope and the copies of all supporting documents. Please do not send in any originals of supporting documents.

Applications which are not made in the prescribed form [G.F. 340 (Rev. 3/2013)], or submitted by fax or e-mail, or applications which are late, or without sufficient supporting documents, will NOT be considered.

Qualified candidates are required to attend an Assistant Inspector (Graduate) [AI(G)] Recruitment Examination. Only those who passed the written examination will be invited for interview. Candidates who are invited to sit for the AI(G) Recruitment Examination will receive an invitation by post/email by mid-February 2020. Please ensure the mailing/email address is properly provided. The Recruitment Examination is tentatively scheduled for February 2020. As it takes time to verify candidates' qualifications, an invitation to the Recruitment Examination does not imply that their qualifications meet the entry requirements of the AI(G) posts. Those who are not invited to sit for the AI(G) Recruitment Examination may assume that their applications are unsuccessful.
