Entry Requirements

Applicants should (Note 1) –
(a) have a bachelor’s degree or above in architecture or building surveying from a university in Hong Kong, or equivalent;
(b) have completed postgraduate course(s) in built heritage conservation or architectural conservation, or equivalent;
(c) have at least two years’ full-time working experience in the relevant fields, including experience in handling building renovation projects;
(d) have met the language proficiency requirements of “Level 2” (Note 2) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
(e) have good proficiency in written Chinese and English and be fluent in spoken English and Cantonese; and
(f) have good knowledge of built heritage conservation.

Remarks
(1) Candidates may be required to attend a written test.
(2) For non-civil service appointment purpose, “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) Successful candidates may be required to work irregular hours and on public holidays.
(4) Successful candidates may be required to perform outdoor duties.
 

Duties

Successful candidates will be deployed to sections/offices in the Works Branch of the Development Bureau to undertake the following duties (Notes 3 and 4) –
(a) to conduct the annual maintenance survey and condition survey and prepare inspection reports of declared monuments and graded historic buildings under the management of the Antiquities and Monuments Office (AMO) and take follow up action on their restoration, maintenance and repair;
(b) to assist in managing the maintenance, repair and restoration works contracts on declared monuments and graded historic buildings assigned and initiated by the AMO, including works tender preparation, progress monitoring, contract administration, quality control and on-site supervision and inspection;
(c) to assist in assessing applications for works permit under Section 6 of the Antiquities and Monuments Ordinance (the Ordinance) for all declared monuments and the monitoring of the works to their completion in compliance with the Ordinance;
(d) to assist in monitoring the progress of the works related consultancy studies engaged for the conservation management plan, structural investigation, drainage works, cartographic and photographic surveys of historic buildings;
(e) to assist in monitoring the building conservation works under the Financial Assistance for Maintenance Scheme launched by the Commissioner for Heritage’s Office (CHO) and providing technical support;
(f) to assist in vetting study reports for the government capital works projects required for the heritage impact assessment and for other development projects required for the environmental impact assessment;
(g) to assist in monitoring the implementation of conservation requirements for development and work projects and adaptive reuse projects for historic buildings and providing technical advice; and
(h) to perform any other duties assigned as appropriate.

Terms of Appointment

Successful candidates will be employed on non-civil service contract terms for a period of around one year. Renewal of contract will be subject to the service need of the Works Branch of the Development Bureau and the candidate’s performance.

Salary and Fringe Benefits

HK$31,200 per month
A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
