Entry Requirements

Applicant must:
(a)(i) Obtained Level 2 or equivalent or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; or
(ii) Obtained Grade 2 / Grade E or above in five subjects in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
(b) Met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent.
(c) Have good computer knowledge including proficiency of MS Word, Excel, PowerPoint and Chinese Input Method (e.g. Changjie / Quick) [倉頡/速成].
(Note: The subjects in (a) above may include Chinese Language and English Language.)
Remarks
(1) “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2)‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

(1) To assist existing Mutual Aid Committees and Owners Corporations in multi-storey buildings in furthering their interests in environmental problems and public affairs and organising members to form effective social groups for community work;
(2) To assist in the formation of Mutual Aid Committees/Owners Corporations in multi-storey buildings, villages or among groups of people;
(3) To encourage and assist Mutual Aid Committees in multi-storey buildings to form themselves into permanent bodies such as Multi-storey Building Owners Corporations;
(4) To keep comprehensive work records under the instructions and guidance of District Office staff;
(5) To assist in the registration of Mutual Aid Committees;
(6) To assist District Office staff in resolving matters relating to building management when required;
(7) To promote community involvement in the Fight Crime Campaign, Clean Hong Kong Campaign and other campaigns in such manner as directed by the District Officer/Assistant District Officer;
(8) To assist in surveys as and when required;
(9) To provide feedback and sound out public opinion;
(10) To assist in the supervision of activities and management of community centres and halls; and
(11) To handle any other appropriate duties assigned.

Terms of Appointment

(1) Successful candidate will be appointed on Non-civil service contract terms for one year. Contract renewal will be subject to the satisfactory performance, operational needs and availability of resources.\r\n(2) Candidates will be appointed on part time basis, with irregular working hours, and may need to work at nights on weekdays, Saturdays, Sundays or public holidays.\r\n(3) May be required to work outdoor.\r\n

Salary and Fringe Benefits

HKD$62.1 per hour
5% MPF contribution, plus Employment Ordinance benefits (as appropriate)

General Notes

(1) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (7) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (1) Application must be made on the form G.F. 340 (Rev. 3/2013), copies of which are obtainable from any Home Affairs Enquiry Centre of Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).
(2) The completed application form, together with a detailed resume and copies of academic qualifications should reach the address below by post or in person on or before the closing date. Please specify on the envelope “Application for the post of Community Organizer (Part-time) (North)”. For submission by post, the postmark date on the envelop will be regarded as the date of submission of application. Applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of by the Hongkong Post. For submission in person, the application should reach the address below by 5:00 p.m. of the closing date.
(3) Late applications or applications which are incomplete or without the relevant supporting documents will not be considered.

Candidates who are selected for interview will normally receive an invitation by email in about 8 to 12 weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
