Entry Requirements

Candidates should
(a) (i) be solicitors with at least 6 years’ professional experience since admission in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance or (ii) be barristers with at least 7 years' professional experience since call to the Bar in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; and
(b) have at least 10 years' experience in law drafting.

Duties

(a) To perform as an in-house advisor on law drafting matters;
(b) To assist in the preparation of the drafting instructions (including the detailed instructions) for the legislative amendment proposals from the drafting perspective;
(c) To assist in liaising with the Department of Justice on the drafting in its drafting process;
(d) To advise the Home Affairs Department on the draft Bill prepared by the Department of Justice;
(e) To conduct researches, as and when required, on other relevant Ordinances/guidelines; and
(f) To perform other tasks as assigned by senior officers.

Terms of Appointment

The successful candidate will be appointed on non-civil service contract terms for a period of one year. Renewal of contract will be subject to the service need of the Home Affairs Department and the candidate’s performance.

Salary and Fringe Benefits

$126,220 per month
Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance. A gratuity may be granted upon satisfactory completion of a contract with consistently high standard of performance and conduct (applicable where the contract period is no less than one year and the contractual conditions are met). Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15 % of the total basic salary drawn during the contract period.

(f) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application forms (G.F. 340 (Rev. 3/2013)) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed application forms together with a full C.V. should reach Division IV, Home Affairs Department on or before the closing date for application. The C.V. should include (a) exact date and place of admission/call (with copy of the certificate); and (b) employment records with detailed description of duties. Applications with incomplete or unclear information will not be considered. Candidates who are selected for interview will normally receive an invitation about 8 weeks after the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
