Entry Requirements

Applicants should –
(a) be Members of the Hong Kong Institute of Architects (“HKIA”), or equivalent (Notes 2 and 3); and Registered Architects of the Architects Registration Board of Hong Kong;
(b) have at least three years’ post-qualification working experience in the relevant field, including experience in planning, design and engineering studies;
(c) have met the language proficiency requirements of “Level 3” (Note 4) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (“HKCEE”), or equivalent;
(d) have a good command of oral and written Chinese and English; and
(e) have good communication and interpersonal skills.

Candidates with less working experience may also apply. Your application will NOT be considered if you fail to meet the entry requirement (a) or (c) by the closing date for application. Invitation to interview does not imply that you have met the entry requirements.
Remarks
(1) Candidates with less working experience but lower than the stipulated entry requirements, if selected, will be offered a salary at an appropriate level lower than HK$58,300 per month.
(2) In order to meet the entry requirement (a), applicants holding non-local professional qualifications only should prove the equivalence of such qualifications, with supporting documents such as evidence of acceptance of their qualifications by the HKIA for admission to its Membership. They should submit copies of the supporting documents by mail to the enquiry address on or before the closing date for application.
(3) Successful candidates should possess the professional qualifications meeting the entry requirement (a) during the entire period of employment.
(4) For non-civil service appointment purpose, “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(5) Successful candidates may be required to work irregular hours and on public holidays.
(6) Successful candidates may be required to perform outdoor duties.
 

Duties

Successful candidates will be deployed to sections/offices in the Works Branch of the Development Bureau to undertake the following duties (Notes 5 and 6) –
(a) to assist in the incorporation of design inputs including streetscape and open spaces, and other urban design features into feasibility studies and implementation of public works projects;
(b) to assist in drawing up conceptual plans and works packages for Kowloon East (“KE”) and San Po Kong Business Area (“SPKBA”) for high-quality architecture and urban design which would form an integral part of the Conceptual Master Plan of KE and SPKBA;
(c) to assist in vetting design proposals from urban design and architectural design perspectives;
(d) to assist in liaising with planning team to incorporate urban design strategies for potential government land developments as well as promoting green buildings in KE and SPKBA;
(e) to assist in coordinating with planning team to advocate urban design and architectural design concepts of KE and SPKBA, and create an environment for cross-fertilization;
(f) to assist in liaising with engineering team to integrate urban design concepts with works projects and materialise implementation of urban design in KE and SPKBA;
(g) to assist in promotion of industrial culture, arts, creative and innovative features for quality building design and integration of such elements into the design of public open spaces;
(h) to assist in conducting public engagement activities and place-making events to facilitate transformation of industrial areas into a vibrant core business district; and
(i) to perform such other duties as may be assigned.

Terms of Appointment

Successful candidates will be employed on non-civil service contract terms for a period of around one year. Renewal of contract will be subject to the service need of the Works Branch of the Development Bureau and the candidate’s performance.

Salary and Fringe Benefits

HK$58,300 per month (Note 1)
A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (“MPF”) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
