Entry Requirements

Candidates should have –
(a)(i) attained Level 2 or equivalent (Note 1) or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) (Note 2), or equivalent; or
(ii) attained Level 2 (Note 3) / Grade E or above in five subjects in the Hong Kong Certificate of Education Examination (HKCEE) (Note 2), or equivalent; and
(b) met the language proficiency requirements of Level 2 (Note 3) or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; and
(c) been able to communicate in Cantonese and write fluent Chinese and English; and
(d) been familiar with computer software application including MS Word, Excel, PowerPoint, Chinese Input Method 倉頡 / 速成.
Remarks
(1) “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2)The subjects may include Chinese Language and English Language.
(3)‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4)Preference may be given to candidates with relevant working experience or spoken dialects.
 

Duties

(a) Assist existing Owners Corporations (OC) in multi-storey buildings to further their interests in environmental problems & public affairs and organizing members for community work;
(b) Assist in formation / registration of OCs / permanent bodies;
(c) Assist HAD staff in resolving matters relating to building management;
(d) Assist in organizing & promoting community activities;
(e) Assist in surveys & sounding out public opinions;
(f) Assist in handling district management matters;
(g) Assist in activities & management of community centres and halls;
(h) Assist HAD staff to provide service to the public in the Home Affairs Enquiry Centre; and
(i) Handle any other duties assigned.

Terms of Appointment

(a) Successful candidates will be appointed on Non-civil Service Contract Terms for a maximum of one year (the actual contract period would be determined subject to operational needs). \r\n(b) Candidates will be appointed on part time basis, with irregular working hours, and may need to work at nights on weekdays, Saturdays, Sundays or public holidays.\r\n(c) Working area will be in Kwun Tong District or to work outdoors as assigned

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the below contact address.
(h) Under the existing requirements, with effect from 21 March 2022, save for those who are unfit for vaccination due to medical conditions supported by a valid COVID-19 Vaccination Medical Exemption Certificate and those who have recovered from COVID-19, all government employees (including part-time government employees appointed on non-civil service terms) are required to have received the second dose of vaccine before 1 April 2022 and the third dose before 16 May 2022 or within five months after the day the employee received the second dose, prior to their entry into government premises for work-related purposes. This arrangement is subject to the prevailing measure at the time the offer of appointment is made. Please refer to the Press Releases for more details.

Application Forms [G.F. 340(Rev. 3/2013)] are obtainable from Home Affairs Enquiry Centres of District Offices, Home Affairs Department or Job Centres of Labour Department. The form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

Completed application forms together with photocopies of academic certificates and employment proofs should reach the address below on or before 6 p.m. of the closing date. Please specify on the envelope “Application for Community Organizer”. For submission by post, the deadline is based on the stamp chop date. Please ensure that sufficient postage is paid to avoid unsuccessful delivery of application. Any underpaid mail items will be disposed of by the Hongkong Post.

Late applications or applications which are incomplete or without the relevant supporting documents will not be considered. Applicants who are not invited for interview within 8 weeks from the closing date may assume that their applications are unsuccessful.
