Entry Requirements

Candidates should have –
(a) (i) a Hong Kong First or Second Class honours degree, or equivalent, in a relevant science or engineering subject, and three years’ post-graduate experience at an appropriate level of responsibility relevant to waste management or water pollution, with at least one year relevant to water quality and hydrodynamic modelling; or
(ii) Corporate Membership of the Hong Kong Institution of Engineers of a relevant discipline (see Note (1)) elected after 5 December 1975, or equivalent, and three years’ training or experience at an appropriate level of responsibility relevant to waste management or water pollution, with at least one year relevant to water quality and hydrodynamic modelling (not necessarily obtained after Membership);
(b) a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE); and
(c) met the language proficiency requirements of Level 2 in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the CRE, or equivalent (See Note (2)).
Remarks
(1) Relevant discipline is civil, environmental or mechanical.

(2) Candidates’ results in the AT paper in CRE are classified as pass or fail, and the results of UC and UE papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

(3) Candidates should attach to their applications copies of their degree/proof of Corporate Membership of the Hong Kong Institution of Engineers of a relevant discipline, or equivalent, official transcripts and documentary proof of their results in CRE/HKDSEE/HKALE/GCE A Level/IELTS together with a detailed account of their academic work and relevant experience in a prescribed Supplementary Information Sheet which can be downloaded from the homepage of the Environmental Protection Department at http://www.epd.gov.hk/epd/english/business_job/job_opp/vacancies.html. Applications without provision of copies of the required documents and prescribed Supplementary Information Sheet will not be considered.

(4) Candidates who have sat for the CRE for more than one time should submit the best CRE results they have obtained.

(5) Candidates who meet the entry requirements at (a)(ii) above, if selected, may enter at an appropriate point above the minimum of the pay scale.

(6) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

An Environmental Protection Officer (Water Quality Modelling) (Waste and Water Stream) is mainly deployed to –
(a) develop, review, maintain and apply mathematical water quality and hydrodynamic models;
(b) develop and manage geographic information system on hydrology, water quality and pollution inventory;
(c) evaluate and apply mathematical methods and statistical techniques in water quality and hydrologic data analyses;
(d) plan and implement water quality and hydrodynamic modelling studies, investigations and surveys;
(e) give advice on waste management and land or water pollution issues, and provide professional input to project assessment with regard to water quality and hydrodynamic modelling;
(f) manage departmental computer facilities;
(g) assist in the preparation of policy and legislative proposals and in the development of codes of practice, guidelines, procedures, standards, objectives and strategies in relation to the control of land or water pollution, and waste management and disposal;
(h) plan and implement land or water pollution studies, control schemes and projects, and investigations and surveys; and
(i) assist through various means, such as the preparation and presentation of educational and publicity materials, in conveying waste management and water quality management policies and strategies to the public, and to various community representatives.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probationary bar, he/she may be considered for appointment on the prevailing permanent terms.

Salary and Fringe Benefits

Master Pay Scale Point 27 (HK$55,995 per month) to Master Pay Scale Point 44 (HK$110,170 per month)

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessment on equivalence with the required entry qualifications. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.
